THUNDER BAY -- The city could be more than $4 million in the red by the end of the year.

Administration projects an unfavourable operating variance between $3.59 and $4.41 million by the end of the year. A report to council stresses that without the $3.46 million in savings, that figure could have been nearly $8 million.

As in past reports, winter control, early leave and retirement payments, legal and insurance costs lead the way for the variance.

A decrease in building permit revenue is also stated.

On the rate supported side, water, wastewater and solid waste operations projects an unfavourable variance of more than $1 million.

City council had no discussion on the report Monday night.
