Three-questions not speeding up meetings, councillors say

A new three-question rule at city council isn’t working as intended so far say two councillors opposed to the idea.

The city started its two-month trial Monday limiting councillors to three questions per round in an effort to speed up meetings. But after the first meeting went past 1 a.m. Coun. Andrew Foulds said the experiment didn’t cut down on "grand standing" by some councillors and led to long preambles that lengthen meetings.

"I think if the intent is to shorten meetings Monday night proved that it wasn’t successful," said Foulds.

Foulds said that since it was the first try for council, he thinks it will take time for councillors to get used to the process. The imposed structure of that process may prove difficult though because sometimes an answer leads to another question.

Since the process limits the number of questions per round but not the rounds themselves, Foulds said a councillor may have to wait a long time before asking another question. Foulds said councillors should take the time necessary to make decisions.

"When you have a government and you have important decisions sometimes you need to take time," said Foulds. "Important issues take time and I think we should be spending the of amount of time issues deserve."

Coun. Rebecca Johnson agreed. Johnson said she was frustrated Monday because of the process.

"The dilemma that I’m finding is that as you ask a question then a response comes back and it might lead to another question and in my mind I was trying to figure out how do I do this? Because now I have another question which really doesn’t answer all the questions I originally wanted to have answers to," Johnson said.

Regardless of process, Johnson said politicians are politicians and will get their point across at a meeting. While she and Foulds said it’s too early to tell whether the experiment will be successful, Johnson said Monday was not a good start.

"If it goes the way it did Monday evening I don’t think we’re accomplishing what we set out for," Johnson said. Click here to submit a letter to the editor.

This weeks city council meeting was laughable, it is more I think that some just want to be heard and to justify their existence to a great degree.

If you watch these meetings on a regular basis as I do, it is always the same city council members wanting to ask a thousand and one questions, regardless if they are pointless/senseless or not.

We should sent them all on a time management course.

NEED new generation running the city SOMEONE who is for ALL the people of the city NOT just the select Few. BOTTOM LINE dont vote for the DEVIL you know VOTE for a Difference.

After watching the one ring circus I can understand why 3 questions would be tough on some councillors. When every second questions is I don't really understand this "could you explain it to me Please?" Maybe passing anIQ test prior to each meeting would be an improvement!

If staff reports were well written and in a manner that is understandable to Council, then the meetings would move along at a better pace. Councillors, on the other hand, should make sure they do their homework, read the reports and phone staff during the day to have questions answered. Then they could eliminate many of the questions that cause these meetings to run late.

Why, in an election year, when Council knows the meetings run so long, do they insist on a summer schedule. Do Council not think that Administration waits until the summer of an election yeat to sneak some of the more contenious reports by them.

However, this is the silly season preceding this fall's election, and Councillors all want to impress the public with their questions and take the opportunity to be seen on TV looking good grandstanding. They have to try to make themselves look important and concerned. Too bad they fall asleep and let Administration run the show and baffle them with BS the rest of the term.

I am tired of hearing on this site that the solution is always replacing 100% of the Councillors. Look at history people. Every Council we have had you have all complained about. Previous Councils had long meetings just like this one. You think that replacing them all will make the meetings more realistic? This is politics. It is not the people, it is the game.

Getting rid of people for the sake of getting rid of them makes no sense. I ask you to look at previous Councils and ask if these guys are better. Personally, I think they are. However, you may disagree with this issue. But considering that the previous ones were either the Old Boys Club who did nothing or the angry fighters who were more concerned with attacking each other than getting stuff done, I think this one has faired pretty well.

The press coverage I have seen doesn't really tell me anything I care/need to know to make an informed decision.

And to think, this stupid 3 question resolution was brought forward by someone who wasn't even elected. What's worse is that most of council agreed with this. How about limiting councillors to ask questions using words that don't contain the letter "e".

WHY NOT???

This is something that has significant risk.
We will put out a significant amount of money to enter a business we do not presently participate in. The cost to generate power by solar panels is far above the present market price. If this is something we are doing because it is 'right' for the environment, we deserve t oknow the costs and the benefits and the risks.

What if panels dont work like they are supposed to?
what if panel suppliers go out of business, what good is a 20 year warranty?
what if province changes the power purchase price?
who is responsible for liability if panels cause harm (to people or property)?
what is real investment cost (including the severity and likelihood associated with major risks)?
what is upfront costs to ratepayers?
are there sensitivity analyses for different possible events?

Peng, the whole solar panel thing: The plain truth is there are people who want the make a lot of money, put the company into bankrupcy...and walk away. Easy money for them and triple power costs for us. Lets get a grip here, solar panels and wind turbines are problematic, not too mention they only provide power ~ 27% of the time.

HBK, unfortunately as is usually the case, news about the campaign has been largely ignored by the media (all media organizations). I spoke with a candidate who has put out 3 media releases and only one was printed, but not in either of the major news outlets. In my mind this is a major issue!

Admin should write the reports so that all of city council can understand them! You know no words longer than three letters, a lot of Dick and Jane stuff. Short sentences so that their attention span isn't taxed and most important of all block letters, big block letters so that the reports can be read. the KISS theory should apply (Keep It Super Simple)instead of Keep It Stupid Simple. Just my 2.26 cents including HST
