Union criticizes conservatory closure

Union officials are speaking out about the city's decision to temporarily close the Thunder Bay Conservatory due to health and safety reasons.

The facility has been closed to the public for at least two months, reportedly due to panes of glass falling from the roof. 

CUPE Local 87 president Marie Dean said those claims are false, and that her members have never seen a piece of glass fall on its own. 

She added that there have been cracks, which requires the panes to be replaced.  And she questioned the information being put out to the public about the closure. 

“I think (statements about the closure) leads people to believe that there’s glass raining down within the greenhouse, and that’s really not the situation,” Dean said during an interview with Thunder Bay Television.

“The city told us they are trying to practice due diligence in regards to the health and safety of people ... I understand that, but what I hear from our members is that they’ve never had a pane of glass that has actually fallen down into the conservatory.” 

City manager of facilities and fleet Michael Smith said he doesn't want to get into a debate through the media, but he insists that a pane of glass did fall earlier this month. 

And he added that the decision to close the conservatory was done for the safety of the public and the employees there. 

A report on the facility's viability will be presented to Council this spring.

If these allegations prove to be true...City Administration is going to have a lot of explaining to do. To suggest closing the Conservatory because it loses money is one thing. But to close it due to non-existent structural fears is pretty devious. Far too many citizens don't trust the city as it is. This would only make it worse.

Michael Smith debating something publicly and openly doesn't leave much preparation to backing out of previous statements isn't it. Is this your reasoning about your above comment? I do recall more than one pane of glass being stated as having fallen over the years. It's interesting how you would be aware of this and not he person working there for 25yrs. I think Monsieur Michael Smith is speaking through the wrong hole.

Steven, hold on to your chair! For once this is a case of a union putting it's own needs ahead of the public's safety.

I'm a big proponent of safety first, and if there's the slightest chance someone will get hurt, then the conservatory needs to be closed.

These union workers are dedicated to this facility, and it shows in what we get to enjoy there.
It's interesting that Admin. doesn't want to "debate in the media" or discuss the factual reports. The structure was checked out last year. Nothing came to light about any problems. The staff would know if glass was falling. They'd be concerned for their safety if there was an issue. And should it take a 2 month closure to check everything out? Or do they think we will forget about it by then?

Saying this facility is "losing money" is silly; it's free to get in! Many city facilities cost us - we subsidize the Complex $1.3 Million annually, the TBCA $607,000, Libraries $5.2Million, FW Gardens, $456,000, Victoriaville Mall $320,000, Golf Courses $177,700.

Why don't we hear about these other subsidies? Because it's part of the services we all pay for to be provided for public use and enjoyment.

Totally understandable how you don't want the Media involved. They tend to tell the people the news and what is going on and you dooon't want that. People are there to pay the bills not make decisions, that's an admin job. Keep it a secret and that way nobody has to worry about any mistakes being made.

Well i'm not one to know anything about city administrations or whatever but is there not some way citizens can force upon it's city administration to provide documents by freedom of information? I want to see the documents for previous reports on the condition of the building, the costs of operation and also clear information as to the cost of paying some company to privide and plant all the planters and flower beds around the city which now is provided by the conservatory. Next I would like to see legal documentation regarding claims or reports that glass has fallen on it's own not due to hail damage, reports of structural failure or confirmed unsafe to remain open by any engineering report or inspection. I would like to see any report whatsoever that is not just word of mouth or personal opinion. If there has been one thing reported that is false or manufactured information from anyone in city admin then have these people held accountable and fired immediately without PAY.

I think the real issue here is twofold. 1) Michael Smith has contradicted his claims from his initial press release as well as a phone conversation with myself in stating that the frequency of panes of glass falling has increased over the last year by stating that one pane of glass has fallen. 2) Mr. Comisso suggestion about another study needed 6 months after a structural and mechanical inspection had found the facility to be in good shape comes with the addition that the inspection should be done by a firm from outside of town that specializes in greenhouses. In conclusion, they are lying about the reasoning used to call for another inspection and not only want to waste more money on another inspection but want it to be as expensive as possible and done by an out of town contractor. Nice support of local business there guys!! THIS IS RIDICULOUS!!
