Managing relief: Program manager will oversee flood disaster relief fund

The city says at the province’s recommendation, they’ve hired a program manager to oversee the Thunder Bay and Area Disaster Relief Fund.

Kari Chiappetta, a social worker by trade, says her role is to take on the front line of relief efforts, co-ordinating the claim form process and assisting the DRC with its fundraising efforts over the next several months.

“I think the scope of the relief is huge,” she said. “There are so many families and individuals affected by the flood in our community … that I think just being a support person in place to assist the volunteers is a huge piece of the puzzle.”

DRC vice-chairwoman Lynn Peterson, who said 227 advance claim forms have been handed in as of Thursday morning, said having someone like Chiappetta in place will help with the details, big and small, as the claims process and fundraising moves forward.

It became clear quickly the province, which will pick up the tab for the position, was right to recommend the hire, Peterson added.

“Obviously the whole issue of fundraising is massive,” Peterson said.

“Communication (is key) of course. We want to make sure that the community understands all the time what the steps are and how the process is going to unfold. We need to make it as easy for them as possible and that the entire community understands the magnitude of this disaster and the need for fundraising.

There are still plenty of people who think the money is sitting in a pot somewhere, free for the taking by the committee.

That isn’t so, said Peterson, reminding the public that only monies raised in the community can be matched two-for-one by the province.

The first of that money is scheduled to go out in the coming weeks, with a major deadline for claimants looming large.

Both Peterson and Chiappetta said the city plans to extend Monday’s 4:30 p.m. deadline to submit advance claims for $1,000 under the Ontario Disaster Relief Assistance Program until 8 p.m. that night, in order to handle an expected barrage of last-minute claims.

“We recognize that some people have not filled out the forms, or cannot fill out the forms, for whatever reason. So city hall will be open until 8 o’clock Monday night for those who have filled out their forms to bring in their identification and their form.

“And if they haven’t filled them in, bring in your identification and we will help you fill out the forms. We want to make sure the forms are in the hands of all those who need it and we’ll do whatever we need to do to make it happen.”

Peterson estimated about 1,500 forms were printed, with about half being taken at an open house two weekends ago at the Slovak Legion. However, it’s tough to estimate how many uninsured or inadequately insured victims plan to turn in forms, which are also available online.

The longer forms, for the full claim amounts, are due on Oct. 31.

There are a number of us who are wondering why is L. Peterson front and centre on this fund raising?
Was she not the mayor when she decided not to spend infrastructure dollars on needed water an sewer upgrades.

Both the Bare Point and Atlantic Avenue treatment plant expansions happened while Lynn Peterson was mayor. They are the reason our debt is so high. Bare Point cost $100,000,000 and Atlantic Avenue cost something like $50,000,000. Our water bills are so high because we have to pay for the water treatment plant expansion that Lynn Peterson oversaw as mayor.

Both were optional projects that the province simply suggested municipalities should do and Thunder Bay is the only one that did them, with very little provincial support, hence the large amount of debt we now have because of them.

Hamilton and Boshcoff are the mayors that neglected to fund necessary infrastructure upgrades, so that they could keep taxes low.

Was it not her time in office to thank for the 100 million towards a new sewage treatment plant and water source that people constantly complain about.

The lack of maintenance of our infrastructure wasn't a single council or administration fault. Projects like the waterfront didn't cause the problem. A lack of funding as we felt on May 28th is the real issue and it has been for years. We don't magically get a 15 million dollar infrastructure deficit overnight.

The deficit is a mixture of lack of funding, urban sprawl and lack of foresight. The city has plans of things it wants done. I personally support those and would love to see them done but we also need to provide more focus to roads/sewers etc. That's why the EIRP program is a good one and should continue past the 12 million annually for roads.

Whodo and all others who agreed really do not know how a council operates. The mayor has one vote and does not make decisions unilaterally. In fact, many of the counsellors on the present council were involved in any decision to not spend infrastructure dollars on sewer upgrades. Stop blaming the mayor whether it is Hobbs or Peterson for decisions made by "the council".

Let's not forget that Lynne Peterson was just ONE voice as mayor. Decisions regarding infrastructure dollars were not made solely based on her opinion.

Whodo do you not understand politics. One person does not make these decision on their own, even if she was the mayor. I would say that she cares about the City and is trying to help the residents. Can you not take a good deed as just that. Thank you Lynn for helping out.

I have never liked this ex mayor but see she is back on the scene again,maybe looking for a comeback, she never liked public opinions on what she did , she ran the city like a dictator, and the radio that had an open line show was suddenly cancelled, seems odd the way it was when she got her way, will never trust her for sure, so all beware & gl

You do realize that the entire setup of our local political system is setup in such a way that a "dictator" mayor impossible, dont you? So spread your hate for the world elsewhere.

I also love how people always end up hating the mayor, regardless who it is every mayor goes through he same cycle. We all love them when we bring them in, grow complacent with them as they are in the chair, make them out to be the worst mayor in the history of Thunder Bay and vote them out, grow content with them again as they sit in the background, start to say they were so bad, then finally say they were a great mayor unlike this idiot we have in there now.

All of them have gone through this, Assef. Miller, Hamilton, Boschoff, Master, Lynn is in the later of the cycle and Hobbes is just starting it.

there are a few peeps will "full insurance" who got the $1000 by filling out the form @ city hall... I called & was told its only for those WITHOUT INSURANCE & because your insurance company will be suing the city eventually, they will cross reference who got what & who will owe the $1000 back when its noticed...

Just have the $1000 ready to give back cause many got it within a week
