Splash pad still dry

Daycare owner Katherine Langen says she’s disappointed the County Boulevard splash pad remains dry.

Langen started her daycare business in July and learned that the city planned to open the nearby splash pad this summer. Her proximity to the promised splash pad was part of her business’ promoted competitive advantage, and she hoped it could help attract new clients.

But Langen’s hopes of promoting her location based on a new splash pad were dashed when a permit problem forced the facility to delay its Canada Day opening.

“I was kind of disappointed because to me it looks ready and we’ve been looking at it being built for a year and the children were really excited,” she said.

“Right now we’re using the sprinkler in the backyard, which is fun but nowhere near as exciting as the splash pad would be for them. Summer is almost over and we missed the hottest days of the year and it is kind of disappointing because I don’t think it would take very much to get it running.”

The city’s co-ordinator for Park Planning Werner Schwar said the contractor ran into problems getting plumbing permits and the issue is taking longer than expected to get resolved.

He said the contractor was required to take out a plumbing permit in order to connect the pad to the city’s service.
The city budgeted about $300,000 for the splash pad but the contractor will cover any additional costs caused by the delay.
Schwar said it’s been a frustrating experience.
“Unfortunately, the contractor has not submitted his drawing yet to the city so that’s sort of out of my hands,” Schwar said.

“With only two weeks left in the summer I have my doubts that it will be operating before Labour Day. We do have to have it running at some point so we can have staff trained on it. Then we will have to winterize it.”

Once the contractor has filed his paperwork with the city, it will go through the proper procedures in order to have it implemented, he said.
He said that putting up a splash pad is a specialized profession, which is why the city hasn’t found someone else. He added that the contractor has had experience in constructing splash pads.

Why were the permits an afterthought? What were the problems getting plumbing permits? You would think that any issue with the permits would have been resolved before construction started or at least addressed earlier on in the project. Is there any incentive for the contractor to submit the drawings or have they already been paid? Is there a penalty for being late on the project?

Plumbing aside, why hasn't the city at least planted grass seed or cleaned up around the splash pad so that it doesn't look like it's in the middle of a gravel pit when it's ready to go?

Thankfully the contractor didn't do a perfect job on the concrete otherwise the little girl in the photo wouldn't have a puddle to play in. Thanks Werner....for nothing!

The pad is intentionally 'concaved' if you will so that water will pool around the play area. It gives kids something to 'splash' in, hence the name.

this I find amazing....not one thing has changed since TBNewswatch initially ran the initial story months ago....not only has the contractor dropped the ball in a big way on this project....the city is equally at fault for not being in the game on this small project....especially with the inspection elements/stages that are a requirement on the taxpayers behalf....where is everyone, on holidays.???!

The Contractor better get a proper plumbing isometric drawn up for the permit. But wait, oh darn the City won't connect it without a proper backflow prevention device that is freeze protected and accessible for maintainance and properly tested by a qualified contractor. Oh no, don't tell me it needs to be in a heated building or something like that! Dang (says the contractor) I never included that in my price.

Psst!....Anyone got $5,000 bucks they want to donate to get this project completed to make the children happy? Think of the children people. The children dangit.........

Should have hired a qualified Consultant to properly Engineer the plumbing design and produce proper documentation for the City. Them's the rules. After the sewage disaster, does anyone blame the City for being a little gun shy of sticking with the regulations?

On July 4th, Werner Schwar said it would be a few weeks for the splash pad to be open. That deadline was two weeks ago. This splash pad may be completed and open next summer, three years after it was initially started.

This is all sorts of poor planning... someone should seriously lose their high paying job over this one, they've been working on this for 3 years and now that its build people cant even use it! its just sitting there getting vandalized! Pathetic contractor!

Sounds like a power struggle between the contractor and the Building Division Plumbing Section; i.e. the contractor is saying the City should be able to get the work approved and the Plumbing Section is rightfully insisting the permit process be followed correctly. The questions are: Did the contract specify the contractor was responsible for obtaining any and all permits and approvals? AND Is there any penalty on the contractor for lateness? Sounds like another City contract screw-up that will be settled in court.

Show me the proof. A story on newswatch is supposedly the "proof" that the city dropped the ball. You are able to conclude that it is the city who is at fault based on one news story by a group of reporters who in fairness are often unable to cover a story fully?

Two comments by each side and the three posters above know for certain what the problem is.

To base your opinion on media stories is what is seriously wrong with this site and its many posters who think "they know" the story.

the city may be too blame, but nothing in this story proves that. Unfortunately some people are incapable of positive postings, unless they post that they are positive that every elected official or civic leader is wrong.

Some folks need to get out more. There is a whole world out there.

What I can't understand, is why the contract was let without a performance agreement in place. If a document like this was in place, doesn't the contactor (aka the City) not have the ability and right to jump in, enforce the money backed guarantee, and complete the project according to the specs and Bldg Dept regulations.

This shouldn't be rocket science. We're not inventing a new form of brain surgery, or putting humans on mars. This is a splash pad.

Aren't people like Greg Alexander and Tim Commisso in place to make sure major screwups like this don't happen. I know they're busy out there wasting money on other frivolous projects, collecting huge salaries and burning through their 6 weeks vacation, but come-on now, get this thing done.

Somehow, I can see another cost over-run coming.

MY POINT and it seems going slow might help is that based on this story, there is no way anyone could conclude the city is at fault. I am not defending them, nor is it an opinion. There is simply not enough information to lay blame.

I have enough concerns about the city to not want to defend them but this site is full of commentary like yours that concludes errors while asking questions that do not have answers.

Your ramblings are better left for your dallances with Lori. I did't say I was right. Show me where I gave an opinion on this topic. My factual statement is that the article does not contain enough information for a reasonable person to draw a conclusion. Clearly I was not speaking to you. I said, reasonable. I love how you blame people even though they are not part of the story. You are consistent, I will give you that.

What happened to bylaw enforcementand the inspection department? All permits are to be taken out before work begins(the law)and various stages of consruction must be inspected before work continues wich requires a permit number. I've seen more individuals get hasselled for trying to repair their flood damaged homes! This is why the population has such a dim view of city employees.Fine the contractor and fire the city indivduals involved.There is NO EXCUSE for this.

if Langen’s hopes of promoting her location based on a new splash pad , then she would need to get EXTRA insurance for the kids to play in, on, around the splashpad which is OFF her property?

if a kid gets hurt on the splashpad while in her care, who is responsible?

You don't see a problem and come to a conclusion based on statements. Facts are needed and again, so far, no one has provided any.

You people would make a great jury.

Duhhhhh, the guy must be guilty, the cops charged him.

The item is missing, that guy was in the area, he must be guilty.

I got laid off from work. It is not my fault, or the unions or even maybe economic forces beyond anyone's control nope, it has to be somebody's fault. Let's blame someone.

C'mon people. We can be better than this. This site is often a wasteland of misinformation and grade 2 opinion, but every so often a brush of genious is posted that gives me great hope. Let's try and make that more common.

This is normal everyday work habits of city management and staff. WHO ME? I SAID THAT? Nothing new for this city to waste taxpayers funds. As usual open their arms for lawsuits. I think they thrive for lawsuits of any magnitude.

FACT: Schwar, as PLANNER of this project is accountable for monitoring the project, ensuring timelines/schedules are on track etc.

Do you have even the slightest clue as to what someone in a planning/coordinating role does?
