Horizon submits REA for controversial wind farm

THUNDER BAY – Horizon Wind Inc. has submitted its Request for Environmental Approval for its controversial proposed wind farm.

The company announced the submission of its REA for the Big Thunder Wind Park Thursday afternoon. Horizon originally entered into an agreement with the city for the proposed wind farm in 2007, and officials stated in a news release issued to media Thursday that the company continues to work with stakeholders in the area.

But Irene Bond, spokeswoman for Nor'Wester Mountain Escarpment Protection Committee, said she doesn’t think this will go forward with the province.

“It’s been over a year since their public consultation process so we haven’t really heard anything from them since then,” Bond said.

“There are many people in this community that think this project went away. Despite the opposition that (Horizon) knows of, they continue to push their project forward in this obviously wrong location. We’re hoping the province will reject this and call for a complete stop to this project or at least find out what the project entails.”

Bond said they have received strong support from Fort William First Nation and the Neebing Township who have both been vocal against the project.

She said that none of the issues that they have had with the project have been addressed because they don’t know what the company plans to do.

She added that the committee members will be meeting Thursday to discuss the REA.

Kathleen MacKenzie, Horizon’s director of community affairs, said community members from Thunder Bay, the Municipality of Neebing and surrounding First Nation communities have been engaged in this process with them for several years now and are hopeful that residents will be pleased with the REA submission and how it directly responds to their feedback.

The company also states that the REA will demonstrate how the wind park will:

•  Protect the Loch Lomond watershed
•  Respect wildlife and plant species
•  Build on only two per cent of the 17,000 acres Horizon is leasing from the city
•  Plant new trees and other vegetation
•  Provide up to eight per cent of the city’s power needs

“In addition, experts have found that we are not located in the migratory paths of birds and that we have stayed away from important sugar maple stands,” MacKenzie said.

“We have made sure that we are at least 1.1 kilometres from any home – double the provincially-mandated distance. Changes have been made to the original project to address community concerns, including reducing the number of turbines to only 16, and locating the turbines further back to reduce visibility.”

Wind is a scam -- only works when wind blows so need same capacity of standard fossil fuel on (as most can't be shut on and off at the whim of the wind). It's at best an expensive duplication; at worst a scam to skim from the taxpayers through huge subsidies paid to Developers (possibly back to the politicians or parties).
Natural Gas is the way to go after clean hydroelectric -- cheap, green

I have no problem with clean energy however politicians and corporations should not be the ones to determine what is the best clean energy to use. The government should have subsidized the home owner to get solar panels on our homes and not big corps that will then turn around and increase the cost of electricity.

All this means is they've submitted it again, e first time they did it was totally rejected, still subject to ministry approval as well as public input.
This is by no means a green light or done deal, there are still lots of avenues to go down and lots of opposition from various groups, many of which have legitimate legal grounds to fight them with.

You can request a copy of the REA from the ministry I believe and it will be posted by them in the near future ( wih a short window of course) watch the savethenorwesters.com website for full details.

I am not in favor or against this project. I think that we might as well have some windmills around here if our hydro bills are going to be this high. It will create 3 or 4 full time jobs after the construction workers are gone. My only comments after having toured the Ouiment Canyon Wind farm - are: 1. Make sure that ALL hydro lines are underground back to the main access road. 2. Chip or hog all the right of way and wind mill site timber and deliver it to a mill - but get it off site.

UMMMMM..... What experts were you talking to!? We are right in the MIDDLE OF ONE OF THE COUNTRY'S MOST VALUABLE MIGRATORY BIRD PATHS! There is a reason there is a bird observatory and banding station at the feet of the sleeping giant: Tens of thousands of migratory birds fly DIRECTLY THROUGH THUNDER BAY twice a year using those feet to shorten the flight over the open waters of Lake Superior.

Sooooo..... speaking as someone with a rather large knowledge in this area, might I suggest you name your expert source. I would LOVE to see their research, because ITS DEAD WRONG. Who on earth did you find who is actually trying to diminish how valuable Thunder Bay is a a migratory bird route? The government continues to spend millions each year to run the bird observatory. I guess they must not have that research you have either.

Over the past few decades I've had many visitors from all over over the continent. Most are wowed by the Norwesters. I have no problem with wind energy, but why would anyone want to deface such a beautiful thing that we have here? Once its gone, its gone forever.

Do we really need an 'Industrial' Wind Project on top of Our beautiful and Protected Nor'Wester Mountain Escarpment.

I believe there is a place for everything. Industrial Wind Projects belong far away from any Residential Communities. Ex: DORION, nobody really bitched about that, did they?

There are numerous reports of home buy-outs, health issues and destruction anywhere these "INDUSTRIAL' Projects are located.
And a loss of 'wild life' everywhere.

Why are they not doing independent health studies?

Any expert who has had the chance to be heard has been against wind farms('farm' spin word)

The more money involved the BIGGER the SPIN!!!

Thunder Bay should be a producer/manufacture of Solar Panels. We have the SUN POWER, we have the brain power and we should be known for Solar.
NOT WIND. NOT WIND IN VIEW OF every view.
I think it would completely destroy our 'Superior By Nature' mantra.

They are monitoring these windfarms yes even in Dorion. I have been to the Dorion windfarm several times and driven right under many of these windmills both in the morning and at night and have not seen a single dead bird. I have seen a lot of bears, partridge and even loons and eagles on my drives through the windfarms but not one dead one.

One of the anti Norwester spokespersons said that a person living close to the windfarm was being driven out of his home by the noise - but there is nobody living within 15 + kilometers of these windmills - again spewing misinformation.
If you havent been there then you shouldnt be posting """YOUR FACTS""" about the effects of these windmills - because if you do you are just lazy.

And Stephen a more major migratory route is actually east of TBay - Dorion.

Would you like to know WHY residence from Dorion and Hurkett did not complain about this project? Becuase they hired local people! They saw this as a good opertunity to turn that land into something. Which in turn gave many people employment for a few months. Im also unsure of what you meant by 'far away from residential communitites'? Many people still live there thank you....

I currently work for an engineering firm - If you want to start up a photovolatic manufacturing plant and can guarntee 60% canadian content - by all means you would excel in the photovoltaic buisness. Until then, I sugesst you either further educate your self in 'green energy' options further than esthetics.... In order for a solar feild to be highly effective much ground would have to be cleared. Which would be a loss in trees, and in turn wild life habitat.

I don't live anywhere near the Norwesters and I support green energy, but I don't support this project.
My concern is that wind is more expensive than solar, so why bother with it? I agree with an above comment that the most forward thinking idea would be for the government to assist homeowners with getting solar panels on roofs. It's a progresive approach. Instead we are going to see the same old approach where our utility bills keep increasing to the benefit of these companies.

The mount forest "aunties"(anti wind)continue the cauterwail of wind side effects, primarily as they have no REAL argument: ie it "dont look so nice" does not cut it.
Their only hope is that McSquinty cans the darn thing, another band aid on our sucking chest wound deficit.
Unknowingly, prowinders embrace wind as one piece of a valiant but now failed green economic concept.It was supposed to have a net pro economic effect, didnt happen. Now larger economic issue have forced many countries away from it.
All the while thunder bay enjoys cheap green electrons from hydropower
My bet is Squinty will let this project pass, it was developed long ago. The moratorium was on new wind farms. Windpower has been studied ad naseum in europe : NO ill effects.
But To think of it,this is the only wind project I know that can "suck and blow" at the same tim

I never actually said that we need wind energy. Just clean energy. I don't necessarily know a lot of good or bad for wind energy, which is why I didn't flat out say "we need wind farms!"

Not educated enough on the matter to use a ballsy thought like that.

Nuclear energy is cool but dumping all those used up rods under the shield doesn't seem like a great idea to me.

See what I did there, I didn't say we shouldn't do it, just that I DON'T THINK it's a good idea ;)

Horizon needs to check their math and 'facts'

If the wind turbines operated at maximum peak efficiency 24/7/365, at best they could provide up to 7% of the city's power needs. However, the actual efficiency will fall between 15 to 30%. Which equates to 1.05 to 2.1% of the city's power needs.

But guess what? none of that expensive power generated will be used here in Thunder Bay.
