THUNDER BAY -- Residents affected by May’s flooding and sewage disaster will not be getting an extension to file their long-form relief claims.

Wayne Fletcher, co-chairman of the Thunder Bay and Area Disaster Relief Fund, on Thursday reiterated the deadline is not changing and remains firm at 4:30 p.m. on Halloween.

It’s crunch time, Fletcher said.

“If they don’t then they won’t have a claim,” he said. “We’re going to hold fast to that. The only caveat I’ll put on that is that some individuals are having trouble getting estimates and we understand that, because contractors are very, very busy.

“What we’d like to emphasize is get the form in. If there’s some lack of information, because of what they’ve claimed, then we’ll get back to them. Because we understand there is an issue there.”

Fletcher said they received more than 500 short-form claims, which paid out $1,000 immediately to those affected by the disaster.

He’s expecting similar numbers by next Wednesday, though they’re nowhere close to that total yet.

“We have about 200 that have come in right now, just over 200,” he said. “It’s hard to say if that meets any expectations because we figured we could be in the 600 to 700-range. We’re not sure. Typically, I think because of the magnitude and the amount of information some of the forms I’ve helped through … it takes a long time to get that together.”

Fletcher said he suspected a lot of people will file at the last minute.

That’s just the nature of this type of situation.

“It takes a long time to get that together and some of them were waiting because they were waiting on estimates. So at this point I can understand why they might be right near the end. We’re just trying to say get them in, because you need to get them in,” Fletcher said.

The disaster relief fund, which is being matched two-for-one by the province thought the Ontario Disaster Relief Assistance Program, is presently at about $1.13 million, well short of the $5-million goal committee members originally set.

Disaster Relief Committee manager Kerri Chiappetta reminded the public that even though the claim deadline is rapidly approaching, there is still plenty of time to donate to the fund, which will pay out up to 90 per cent of individual claim amounts, depending on how much is raised.

“The fundraising deadline has been extended to Jan. 31 to allow people who are fundraising over the Christmas holidays to fundraise on behalf of the Disaster Relief Fund and also to allow corporations to donate in 2013,” she said.

“We’re hearing lots of events happening in the community that are in support of disaster relief, so December will be a big month, as will January, for fundraising.”

Applicants submitting long-form claims can do as the Disaster Relief Committee office on the corner of at 401 Donald St. on weekdays between 8:30 a.m. and 4:30 p.m.

Applicants are required to submit identification showing their address at the time of the flood, such as a driver’s licence, or two other forms of ID, including property-tax bills, a birth certificate, a credit card or bank statement or a utility bill.

What's the point of repairing my house and replacing everything I lost if this will happen so easily?

This isnt flood relief, nor a natural disaster, this is a humanitarian disaster caused by a failed treatment plant.

Have the storm sewers been separated from the sanitary ones?

Its time for answers. The time for relief passed long time ago now. Will it happen again?

Where are we if this is just going to happen again? Who will we turn to for help if nothing has been corrected?

I agree it was a failed treatment plant, but it failed due to unprecedented rain. Will it fail again? Who knows, it might with another event like the one in May.

Have all the storm sewers been separated from the sanitary? I doubt it. I didn't see every single road in the city dug up. This is a process, hopefully one that the city will make happen as fast as it can, but it's not going to be done in a year or two.

If the storm sewer becomes a higher priority than the road surface, then you will probably see roads that don't need replacing as much as others torn up so the storm sewer underneath can be addressed. And when that happens, I'm sure there will be people on here complaining about Street A being replaced before Street B, etc. Understand that the road surface isn't the only criteria used to decide which get replaced first. The condition of the infrastructure underneath has a lot to do with it.

I'm not a lawyer but I think the city answering any of your questions got put on hold the moment Watkins announced a law suit against the city. All of these questions are now sensitive due to the legal mess and I'm sure that the city's lawyer would answer every one of them with 'no comment'.

Real floods involve sandbags and rivers bursting their banks. The neebing flood way bearly crested at the bottom of the Edward st. bridge. It is a Joke that they call it a flood.

Do you think a little plastic flapper valve is going to withstand all that head pressure? If the walls in the plant couldnt survive all that water pressure, how do you think a little piece of plastic will do it?

Those valves are made for a backup of sewage, not a complete failure of the sewer system inundated with massive amounts of rain water.

The systems must be separated, if Thunder Bay wants to be a "progressive" city, we must get with the times and have a functioning sanitary sewer separate from a functioning storm sewer.

Is that too much to ask? We do pay some very high prices for a supposed state of the art sewer system, but yet we're being asked to donate to the victims of its failure.

Its pretty obvious that an events center should be the last thing to be the hot topic in this city right now.

Also, lawsuit or not, why the silence? Unless they're hiding something?

How much head pressure are you talking about?
A typical backwater valve is rated at about 43 psi, which is equal to approx 100ft of water head. So that means that the "little plastic flapper valve" will survive the pressure of a flood 100 feet deep, at which point I think you've got other problems.

Yes, thats correct, but youre forgetting that less than 100 feet of head pressure destroyed the sewage treatment plant. Walls were destroyed, motors washed away , steel gates were torns off.

all in the same system thats connected to my house.

So in theroy youre right when you say "...at which point (I) have got other problems" The truth is we did have other problems.

What are they? and have they been fixed/repaired or just glossed over?

those are legitimate questions that need answers, and those answers are the real "diaster relief" that this city needs. Until those issues are handled, the disaster is not over.

I don't know where you got that info from. Probably your imagination like always. None of the damage you claim happened actually happened. The walls didn't give out and zero pumps were washed away. The pumps failed and the water backed up. That is all. The plastic flapper check valve would of help up no problem. That's what they're mae for. Silly goose.

It was the city's infrastructure guys who specifically told me in my basement that a backflow valve is not going to help next time, and not to bother spending the money to have it fixed. They also gave me some other information which I won't share here, but by now I'm highly doubtful of the "just a rainstorm" reasons for the flood.

There was failure at the plant that could have been prevented.

Conker and Buddy, you can sure tell that you werent effected by the flood. Its not a matter of being lazy or needing someone to hold their hand, its a lengthy process. Have either of you even seen the form or taken a look at the documentation that is required to be submitted? There is less than a week until the deadline and there are people (myself included) who still havent been able to get an estimate on their damage. Maybe you need to have a little bit of knowledge of the process before you throw your two cents out there.

HelenaHandbasket, I have seen the long-form claim and it is plain and simple. Shouldn't take very long to complete. Did you attend any of the free clinics hosted by the City for assistance with filling out the forms?

Yes I did go o the free clinics that have been made available and you are right, the form itself is very simple. That only took me about 30 minutes to complete. What takes time is the receipts, the pricing research, the inspections from Safe Homes and all their documentation, and the estimates from the extremely busy contractors provided you can even find one. The process is A LOT more than just a blue form.

They had more then enough time to complete the form and like the article says, if there is information missing due to insurance companies not being able to touch base with the client, they will consider that.
I keep hearing stories about how insurance is being the bad guy here for most involved. I feel for them. You wonder what is the point for insurance.
If Wayne is right and the $1000 has to be given back if the form is not completed, what is the point of that?
Like others said, the lawsuit slapped on by the lawyers really put this city in a pickle.
But go ahead, build that arena.
We are behind the 8 ball already so lets get behind it even more so.

We just submitted our form we got prices for things online which was easy and went to the office for additional questions they were very helpful. They will tell you exactally what you need and we even where able to just email addional info we did not have on hand. If you are having difficulites just go to the office and they will help!!

If Mr. Fletcher thinks it is "CRUNCH TIME"...in my opinion he is a wee bit off the mark....that time will come when the finally tally of donated dollars does not meet their set goal...which in turn does not net Thunder Bay the estimated 15 to 20 million required to square up with all who have filed claim....and then the next "BIG CRUNCH" will hit home even with a much louder BANG....when The Watkins Law firm has their day in court with the city.!

There is still such a long row to hoe....before this can be finally put to bed.

The city admin imbarrises me. Although it's a good cause, how does the city think they should be fund raising for this when, in my eyes it's there fault 100%. There asking for donation's and spending millions on art etc Regen Med is a good one. What are they doing. It's not the way I would be running the place

Look Conker2012 it has nothing to do with being lazy. It is a long process and a lot of information needed to fill these claims. Also you need an estimate..these things take time. I wanted to take my time and do it right the FIRST time. Not rush though the thing and have it done wrong. I have been waiting for things to be mailed to us.. estimates to be completed. I wanted to go to one of the clinics that they were holding, but because I WORK every Tuesdays that has been a bit hard. Its always the people with the BIG mouths, that think they know stuff, but when in reality don't know what they are talking about. I have finally completed my claim and will be handing it in shortly. (Once I get off my lazy a**.)

The insurance companies have no problem taking peoples money month after month for years (sometimes 15-20 years or longer)) but then when its time to get your money from them its like pulling teeth. And people really shouldn't peg hole everyone into the same boat. I am sure there are people in Thunder Bay that have had to endure much worse in their life time. Regardless; this is awful and not their fault! Canada is a rich country and takes tons of taxes from their people. The least they can do is help them out.

CM Punk, the $1,000 was an advance (against the full-claim) paid to those who met eligibility criteria (the short-form claim).

If a person received that $1,000 advance and their full claim is approved for say $10,000, they would receive $9,000.

If someone received that advance and they either did not submit a full-claim form or their full-claim is rejected, they owe the $1,000 advance back to the DRF.

Why argue about a check valve??? really this is the smartest thing to do if going to fix up a basement! This should be put in for all the homes damaged by this SEWER TREATMENT failure at no cost to home owner!! WHY a deadline really SOME still are waiting on estimates sheesh they even admit contractors are busy so give them the time to do it right!! Cuz for all those wondering why taking so long probably cuz if paperwork is done wrong they would most likely get denied AND filling out legal paperwork is a headache top much written diarrhea! Whole thing was handled badly! AS for the rain LMAO we had more rain than that before that day and after the problem was the power got knocked out and back ups failed! WAS NOT A FLOOD sheesh!!! HUMAN error and that will never be admitted! Finally all the damaged homes should have been gutted, cleaned, furnace and water done then after all are at that stage go back and do the rest, so at least all have heat!
