Council hears request to reduce property taxes for affordable housing project

A local architect has asked city council to lower property taxes in order to turn a vacant Victoria Avenue building into affordable housing suites.

Ahsanul Habib, president of Habib Enterprises, pitched the idea to city council on Monday. In order to reconstruct the building, Habib requested the city either implement a bylaw that equalizes the property taxes rate of multi-residential properties with the rate on single residential properties for a term of 20 years or provide a grand to the same effect as the taxes.

Habib had received approval to go ahead with the project from the District of Thunder Bay Social Services Administrative Board.
He suggested the housing units could be made available for First Nation youth and singles in the area.

“The building hasn’t been used for the past eight years,” Habib told council. “We cannot preserve the building without it being used. It’s located in the south side downtown, which will make it viable. This will bring people into the downtown and at the same time it will become an encouragement to other buildings we have in this area.”

Despite some concerns, councillors voted for administration to look at the proposal.

The federal and provincial governments approved $480.8 million in funding in 2011 affordable housing. Westford Coun. Joe Virdiramo said in order to start the money flowing, council has to do what Habib has requested.

“If we don’t support it the money assigned to it is lost,” Virdiramo said.

The city’s manager of development and planning Mark Smith said there’s a number of ways to accomplish this project but they have to go back and look into it some more.

“What we would have to bring back to council is a menu of choices,” Smith said.

It appears once again that here is another guy running in at what seems to be the eleventh hour...much as it appears Mr. Dougjerty did....crying the earth is falling...the earth is falling....where have we all heard this approach before....man its getting old real fast these days.

Also..what is with him stating these units could be made available for First Nation youth and singles in the area..is that not politically incorrect these days.???

Now let me get to the reason he came before city council..to request that his property tax's be lowered..seriously like that should be granted to him..NOT is the appropriate reply..because who will be next in line asking the very same thing but with a whole different twist.?

Come on this man has purchased so many different properties in the past few years..McKellar Hospital..he must be liquid..or is he hemorrhaging at his wallet.??

The article doesn't state dollar values itself unfortunately. But what is wrong with asking for a look at the numbers to see if it can work out? If the dollar values work then he can see the worthiness of continuing a project? When I bought a vehicle I negotiated the sale price, how is this different? He's a business man looking out for his interests and it's up to council/admin to decide if it's in theirs to work out a deal.

You're moreso the one around here claiming the sky is falling. Every. Single. News. Article.

If the property is converted and zoned as residential housing does it not follow that it will be taxed as residential housing, just like all the other resaidential properties.

Low density residential houses, such as your single-detached home in a quiet neighbourhood, are taxed at about 1.9%.

Medium and high density residential apartments such as Waverley Towers are taxed at about 5.6%. This project wouldn't actually need a zoning amendment, what Habib wants to do is already allowed by the zoning that property is under; the Royal Edward around the corner is basically the same kind of development.

That is the difference.

most people take the path of least resitance then complain when they reach the end of the line. they complain so much the do-gooders decide to give into there crying and we end up with this type of situation.

taxes are not about population density, they are about providing returns for services required of a city. cramming more people into smaller areas so a city can reep more taxes is stealing. they arent supposed to do that, they are supposed to look after things, not create high density taxation so they can waste it on skateboard rinks!!!

I agree that 5.6% for a low income residential area is not feasible to keep the cost of living down, but why should my taxes increase as a result of this area receiving a tax break. It would make more sense to reduce the taxes to say half of the delta between the two rates, say 3.75% and have a caviate that this rate will be re-assessed ever 5 years and if the building nolonger exists or is nolonger low income residential then perhaps a rate increase would be justifiable.

What is more of an issue is the proximity to a grocer. Without a grocer in the former quality market location their is no grocery store for several Kms, and low income cannot afford cars and bus fees to get to the other stores in town.

As a former Christian myself, I've read the Bible a coupla three times, but I don't seem to recall the part where Jesus tells the poor people of Galilee that they are lazy scum who choose to be poor and beg for money because it's such a cushy lifestyle.

You are truly a disgusting human being if you believe poverty is a choice and that people choose it so they don't have to work or pay taxes. It wreaks of someone immensely privileged who has never experienced poverty and doesn't care about those less fortunate.

OUR taxes are supposed to be for the benefit of society. That means young, old, rich, poor, black, white, and everything else. If it goes to skateparks or helping poor people, guess what? Tough crap. That's society. If you want to pay no taxes and live in an "every man for himself" society, such a country exists. It's called Somalia. What's your address? I'll send your plane ticket.

You know how we keep hearing about American cities going bankrupt all the time?

Those cities all have one thing in common: All low density housing, which means low tax revenue.

Most properties in Thunder Bay are for single detached homes, but you guys are barely paying for a third of the city's tax base. Less than 6% of us live in apartments and contribute an equal share. And we're poorer.

An acre of single-detached houses downtown actually brings in more tax revenue than an acre of single-detached houses in the suburbs (and brings in several times as much as those in the rural areas), so who is carrying the real burden? That higher tax revenue is split between more and smaller properties but those of us in the inner city, especially apartments, are still paying more than our fair share.

Also if I may reply to "humnchuck"...sorry to disagree....I am not negative...I simply do not approve or support such building projects with a huge profit potential depending on tax cutting...if you build it they will come in other words....it is the development owner to work out his own financials....not mine nor yours....have I now made my opinion all that much clearer to you.???
