Gull Bay basically 'bankrupt,' chief says

GULL BAY FIRST NATIONS, Ont. -- The chief of this small First Nation says his community is bankrupt.

Recently elected Chief Wilfred King said he returned to a community that was strapped for cash and as a result he's been forced to close schools, fire services and the band office. The chief maintains that shutting down these essential services, although illegal, was the only choice he had.

“We’re basically a bankrupt community,” he said. “We cannot provide any kind of essential services, which is desperately needed. It’s very deplorable. It’s unfortunate that you have people who are elected into a position of trust and authority and are supposed to represent the interests of the members and they leave the community in that state of affairs.

Policing, which is funded through other levels of government, remains as the community's only operating essential service.

King returned to the First Nation after winning the election Sunday and found that only $80,000 was left in the First Nation’s coffers. But even that amount was diminished as $45,000 worth of cheques were recently cashed.

King, who has previously served as Gull Bay's chief for eight years, said the community was financially sound when he left in 2010.

“It is a real shame. It’s not a good feeling when you work to build a community to reach financial status where we should be and now we’re back to this again in a relatively short period of time.”

The chief and band council will meet Thursday night to discuss the situation, and depending on the outcome of that meeting the chief expects to declare a state of emergency.

The community will be asking for additional funding from Indian and Northern Affairs Canada.  But King doesn't expect to receive a dime until the band council can first produce a number of documents including an audit report for 2011 to 2012.

The problem is that report isn’t complete and the cost will have to be paid for by the band.

“(INAC) said that they wouldn’t be willing to provide us any assistance until they get a financial picture of the community,” he said.

“I was quite appalled that they asked for these requirements considering that there were plenty of complaints lodged against the previous chief and council. (INAC) has an obligation to ensure that members of the community are safe and legal requirements are met under the provisions of the Indian Act.”

Aboriginal Affairs officials say they're meeting with the new band council Friday, and the issues brought up by Chief King will be addressed during that meeting.

I agree.INAC has had a long history of assisting with financial management.
There are relatively few band members living on reserve and most live off reserve in ThunderBay or Armstrong.
Take the stories being spun by the two factions in Gull Bay with a grain of salt in my opinion. There has been a long history of accounting and financial problems with little results or help to the 150 on reserve residents that need the help.

Politically motivated news broadcasting should be banned. This is not a problem for right wing news in toronto, this is a problem that the INAC and RCMP need to get involved with.

I do beleive a crime was committed by the previous council and chief. If spending a community into bankrupcy is not a crime then it should be. Loans are there for a reason, and there is no reason this kind of mismanagement should ever happen.

I have to disagree with that. Sun has by far given the public the best information on what is really happening on these reserves. What I see on a daily basis working on many of the fly in reserves.

If you want biased reporting look no further than the CBC. Allways afraid to hurt someones feelings, they would rather just tell parts of stories. They are Canada's left wing equivelant of Al-Jezeera.

I'll agree conker that the sun media represents the right wing in journalism. It has a huge circulation and following which speaks to its demand. Private money keeps the media outlet alive. If you don't like it, don't buy it. If enough people don't like it, it wont be around for long.

But more importantly, it provides a balance to the left wing and publicly funded media of the CBC. If you want to argue about criminals who refuse to answer to the authorities look no further than the CBC. These guys use our money to propel their own socialist beliefs. Politically motivated and fiscally irresponsible - you bet they are. Just like the left wing politicians who support them.

As for this story, I believe that some accountability is overdue. The days of handing out money with no answers as to how it was spent have to end. If you look at some of the latest protests by the idle group, look in the background for the new SUVS, trucks, clothing and toys. They live in shacks, but .......

I wouldn't be jumping on the Wilfred King bandwagon just yet advocate. I'm not sure he's a model of integrity. From what I understand, the "politics", Side A versus Side B in Gull Bay are worse than anywhere. Mr King enjoys being in the spotlight, and he's certainly not above a little twist of the I-won-the-election knife. Not saying he's wrong in this case, just a bit skeptical, that's all.

Finally! A Chief that seems honestly concerned with being open and accountable - not only to his people but to the general public - and doesn't participate in any cover ups to protect the potentially guilty parties with the thought that it will look bad on his First Nation people! Glad to see that Chief King doesn't seem to feel the need to protect others who have wrongfully taken from their communities. As a First Nations person - not from your community though - I salute you.

Sorry conker2012 but the FN would have to have an existing industry or non-Aboriginal business operating or leasing land on their reserve and I don't think that's the case in Gull Bay. Anyone correct me if I'm wrong.

Get elected and blame the last guy for all the ills of Gull Bay

This FN has been in some accounting management for years so to claim things were financially sound when the community voted you out is misleading at best

The problem is Gull bay is and always has been split down the middle between the kings and poiles et others.

Sadly this chief and a few on council now do not even reside in Gull Bay and work and spend time in Thunder Bay while the community suffers.

The idle no more movement should focus on non resident chiefs and councils who do not care about the local issues ofbthe people.

Gull Bay is my home community, I live here and life is not good atm we have no school thats operating and the health center. our medical van is not running and people need it including I. im very disapointed with the old C&C i dident think they would do this us, im happy that our new chief is keeping us informed. I know its going to take awhile to get us back on our feet but i know we can do it, we done it before and we can do it again. This coming from a young adult living in GBFN god bless

First Nations can't levy taxes or collect natural resources royaltees. The Indian Act basically leaves them with only the Federal Government as a source of funding. They can force businesses operating on traditional land nearby to pay them on a regular basis (as Attawapiskat did with DeBeers), they can own companies (as many First Nations do with their stakes in Wasaya Group), then can lease land, and even own land outside of reserves and lease that (as FWFN does in Thunder Bay), but they can't levy taxes themselves.

And as stated above, unless the band gives up its treaty rights, property ownership is illegal. Only the federal government can own land on a reserve.

This is no surprise to me. People can say what they want about Wilfred King, re: likes the spotlight etc., but he cares about his community and did have over 1.5 million in coffers when he lost his position as Chief of Gull Bay in December of 2010. As well he had pulled his community out of third party management. This is no small accomplishment I can assure you. As well he was instrumental in bringing alot to his community, not the least of which is the new health centre which was desperately needed. I feel badly for him that he has to start from scratch, as it seems that all of his years of hard work have been washed down the drain along with the FN's financial situation. If the members were smart they would support him in the very difficult decisions that he will have to make and not make things even more difficult for him by bringing political rumours and heresay into this mess.

Time to change all policies, Chief King. Make it that a Chief and it's voted members have to live on Reserve full-time. King is doing the right thing by nailing the probelm now, however before the election, did he not look at the problem before hand or are the Reserve books closed to the Band members or public?

I got a note from revenues canada last week that there was a misplaced decimal in my return and I owed the another $93.00...
Wish I could walk away with $106 million unquestioned...
