Safe travels: Ontario announces preliminary design study for Expressway

THUNDER BAY -- While it’s going to take time, the province is confident that a plan to make the Thunder Bay Expressway safer will move forward.

On Tuesday the province announced a preliminary design study and environmental assessment for the 13 kilometre stretch of highway. That plan will include what to do about the highway’s six sets of traffic lights from Arthur Street to Balsam Street, the bane of Thunder Bay drivers since the bypass was built.

“Once that work is completed we’ll be in a position to move forward with the actual work,” MPP Bill Mauro (Lib., Thunder Bay-Atikokan) said.

The study could take up to two years and start as early as June. There was a similar study done 20 years ago, but Mauro said the government of the day never followed through.

“Sufficed to say they decided that they were not moving forward with any of the work that we’re talking about doing,” he said. “Unfortunately a lot of that preliminary design work is dated it wouldn’t be able to just be pulled off the shelf and be used to bring these projects forward.”

Because the study is going to be a bidding competition for consultants, Mauro didn’t know what the cost of the study would be.

Ministry of Transportation engineering manager Iain Galloway said the study will examine the possibilities for removing the traffic lights from the intersections.

“You will see some type of structure whether it’s a flyover or an interchange, cloverleaf or a diamond, those types of things,” he said.

It will also look at dividing the highway. That means determining property along the road.

MPP Michael Gravelle (Lib., Thunder Bay-Superior North) said he and Mauro are excited that the plan could bring big changes to the highway. It’s important that safety be improved as a number of tragic collisions have happened over the years that could have been avoided.

“This preliminary design that will be done and the environmental assessment will give us a lot of answers,” he said.

There were several collisions on that stretch of highway over the past several days. Mauro said he’s not sure whether the study could look at interim safety measures but the MTO could have some options.

“Perhaps a simple solution would be some sort of a concrete median that might be created, I think they’ve considered that in the past and there may be reasons why they have not gone forward with it,” he said.

Galloway said once the preliminary study is done, designs typically take up to three years to complete.

That is a misleading statement. The government of the day, the NDP, did indeed complete numerous studies and plans for this work. However, a provincial election was held before the work could commence. Unfortunately, the Progressive Conservatives under Mike Harris came to power and cancelled the highway improvement projects. We all know what happened to all of Ontario under that government :/

Don't get too excited as this is in the very early stages. We have seen this song and dance before and I for one think it is simply an election ploy.

I think it is a great idea that is well overdue, but I will not be holding my breath.

Remember how long it took to get the Harbour extension done? That was suppose to be 4 lanes and done 20 years ago.

I think the real reason the work was cancelled back then was because the clown drivers in Thunder bay would not have been able to handle an interchange. Come to think of it, that hasn't changed, but interchanges are long overdue.

Bob Rae even realized in a fiscally sober moment that he couldn't keep spending and parted ways with the public sector unions. The rest of Bob Raes days were spent hiding and flip flopping with CUPE and he was given the boot by the Union bosses. Does thiks sound familiar when you bring it forward 2 decades later. Dalton resigns and his flunkies like Billie and Mikie are out there begging taxpayers to increase their credit card limit so that they can spread more election promises.

Although this will by no means solve all the traffic problems on the expressway... how about the flashing warning signs that make drivers aware that the light ahead is about to change to red? We have them on the harbour, so why not the expressway? With so many lights on that stretch, more traffic and higher speeds, I think it might be helpful.

Going back some 30 years, the government of the day, I don't recall which party, told the city that if 10 homes on the east and west side of the expressway at red river road were bought, the province would put in a glover leaf. The homes were bought, still waiting.
I do believe this would benefit the city but its not something I would use to determine who gets my vote. This is work long over due.

YQT, you do not speak for me. The job of my MPP is to make the lives of the people who live here better. If you want Mr. Mauro to balance the books and not fight for funding for the north, please say so but I do not want him to stop.

If he got us 10 billion more, I say great. That is Mr. Mauro's job. And if I am fair to the guy he has done a pretty decent job of getting money up here. I don't want the tap to be turned off by people like you who seem to hate anything Liberal or anything this guy does.

I would have to believe most people would disagree with you and would want him fighting for every dollar he can get. I always thought that came with the job. We have two elected officials in Ottawa already, getting us nothing. I will take the cash this guy keeps getting us. Do you really want him to fight to not get us money? I cannot believe anyone would suggest that. We have had too many other elected people doing that for us in the past.

I am one who would put up with a few less frills if it meant getting the debt down.
If I don't have the money for something being sensible I don't go out and buy the latest toy. I save up and then get it.
But what do I know I am just a housewife dealing with a steady pay cheque.
The liberals seem to think money grows on trees and the tax payers are the branches.
Get the necessities first pay off the credit cards and move on from there.
Once again it appears that the conservatives will have to step in make the cuts and be vilified because of the cuts so then the libs or NDP can get back into power and the cycle begins again.
The GTA and the northwest don't seem to grasp the concept of living within your means.

Why is it that only one side of the Harbour Expressway have the advanced flashing lights? Plus, the city needs to adjust the time when the flashing lights go on till when the traffic lights turn yellow. Once the lights start to flash by the time you get to the actually intersection the lights should have started to turn.
And its about time the lights on the expressway should be removed and clover put up. I have never seen a hwy like this with so many lights it pathetic.

Poor planning begets poorer implementation. Less than 5 years after reconfiguring all the major intersections on the Expressway, they are going to go back to the drawing board and reconfigure them again. Proof will be in the pudding tho - chances are that we will see a change in government between the completion of the new studies and start of construction and it will be another 20 years before another study is done....

I understand that these major projects take time. Would it not be possible or reasonable to at least put up some temporary barriers between the two lanes in some strategic locations that could prevent head-on collisions?

If you want to generalize, then let's put up huge sign that explain how to merge and how to allow traffic to merge before and along all merge lanes on the highways. Also you would need to put up traffic cameras to ticket any driver doing the speed limit or less while driving in the left hand lane. This is for all the over 30 drivers. Oh and take away the licence of any driver over 60 they just cannot handle the stress of maintaining the flow of traffic.

I use the expressway often (yes, during "rush hour") and I can't fathom why overpasses would be necessary. Traffic volumes here don't demand that infrastructure (even in the foreseeable future). Time savings would be minimal.

For safety, I would agree with physical separation of opposing traffic.

According to tbnewswatch, the Hodder interchange carried a $50 million price tag. That was for a fairly small structure in an isolated area. For the proposed project, we're looking at a huge (really huge) amount of money. Further to that, then we have more roads to maintain - that we didn't really need.

If anybody higher up is listening - here are some better ways to spend my transportation money:
-Traffic Demand Management
-Public transit that more people use because it's good
-Renewal of current infrastructure to reduce backlog
-Grants for local projects like complete streets that meet the needs of people - pedestrians, cyclists, etc.

Think smarter - dollars spent there go further.
