Scanning the budget

City council defeated an amendment that would have frozen user fees for a number of children and youth programs.

Councillors pored through roughly half of the more than 400-page budget at Wednesday night’s meeting. Council made their way through various departments during the meeting including Superior North EMS, Fire and Rescue and Community and Emergency Services.

At one point, Westfort Coun. Joe Virdiramo asked for an amendment to the budget by freezing user fees for youth and children programs at Volunteer Pool and Sir Winston Churchill Community Pool.

“This won’t affect the budget,” Virdiramo told council.

“If we are serious with what we say in trying to promote activities for youth and young children in our community, then let’s walk the talk. If we’re serious, let’s get serious.”

The amendment was defeated six-to-five.

Under the proposed budget, the fees for summer camps and skating programs would increase by about two per cent. User fees at volunteer and Churchill Pools for private swim lessons, and birthday parties would increase by five per cent and registered programs by about two per cent.

Virdiramo’s amendment wouldn’t have included freezing the user fees at the Canada Games Complex.

Although freezing the increases wouldn't have changed the budget, it would have cost the city roughly $15,000 in new revenue.

Current River Coun. Andrew Foulds supported the amendment and said making things cheaper for children isn’t a bad investment.

Northwood Coun. Mark Bentz disagreed and although he said he appreciated the idea, he thought it wasn’t realistic.

“A two per cent increase is at or below inflation,” he said. “It keeps us in our cost recovery models. I don’t agree with this because it doesn’t even cover all the programs.  There’s an inconsistency in the amendment.”

Virdiramo had also requested open two heated pools a week earlier in the spring.

Council directed administration look into before giving a decision.

Following the meeting, Virdiramo said with climate change and the fact the pools are heated there’s no reason for them to remain closed.

“Like what Coun. Foulds said, we talk about seniors, the disabled but we really have to start doing more for our children and our youth,” he said. “It wasn’t much money to spend. It wouldn’t have impacted the budget; it wasn’t going to take away from Community and Recreational Services.”

Items expected to be discussed at the next budget meeting will include city police, parks and the District Social Services Administration Board.

Another public consultation meeting will also be held on Feb. 13 at 6:30 p.m.

There was also discussion (short) about watering golf courses I didn't catch which one they were talking about but the gist was that not enough water available from city infrastructure to fully utilize the system that was installed? So why did we over engineer that watering system or is it a mistake that is being hid from council over engineered therefore over priced when installed and you have to wonder why those charged with that project didn't foresee the problem, Cadillac system for sure? And taxpayer supported but lets not let anyone know about it come on council start asking harder questions. And whats with Gayle not very chirpy this time around?

These venues are city run. They deserve the funding if needed. The Boys and Girls Club is not. They are competing aganst the city for parties and extracuricular activities. Keep our taxes where they belong.

There are probably 450 families who children attend the Boys and Girls Club who would completely disagree with you. That $10,000 either gives the city 10 minutes of extra money or it feeds numerous kids before they head off to school who may not get a meal that day.

Education is the most important piece in today's world to having any success. Most places wont even consider you unless you have a grade 12 and going to school hungry severely hampers your ability to do well.

The city is getting into a Youth center (4 million dollar project cost) why are we not working with an established group like Boys and Girls to provide a new space. They already have programing for that age group the city is targeting. Good on Wasaya group for being willing to come forward but in this case the city is doing something a community group is already doing, and doing well.

There are breakfast programs at the schools in that area, so a breakfast program at The Club is not needed. Financial support from donors should be requested instead of big screen televisions, computers and video game consoles for the Teen Lounge.

If we are going to cut the boys and girls Club, then we should cut the 55plus Centre from the books. Seniors have had their hole life to save for entertainment in their retirement, why should we have to pay for space that seniors can use to play cards. Close it down or make it pay per use that must be self sustaining.

that's an apples to giraffes comparison. 55 Plus is a city operated service and boys and girls club is not. past that you'd have to then consider that the city operates MANY services for children and youth already. Albert operates Boys and Girls like a business and good for him for doing so but that definitely disentitles them to a massive taxpayer funder break that better enables them to compete with private sector. Don't kid yourself, this isnt' about giving more to the youth in the community as it is about furthering a business agenda. Again, good for them, many non-profits are forced into social enterprise, but you can't have it both ways. The school was free, the operating of it is heavily subsidized, and rent is collected from many community groups there.

The 55 Plus Club isn't a freebee for anyone. There is a fee to use the different facilities that are provided and all the people working in there are not paid, they volunteer.

That was a bad decision to vote down the user fee freeze at the community pools.

Those facilities teach children how to swim, youth how to save lives in and around the water, provide a place for seniors to get out of the house and socialize with friends, and provide a great part time job for students..

and that's on top of the benefits of being active.

$15k for all of that seems like a great investment of our tax dollars.

by the way, I was going to compare this to the money they threw at regen med this week (10x what they dicussed here), but in my research I found out they are actually a registered charity.. you learn something new every day!

What was this I heard on the news about them wanting to cut the water rate of seniors? I certainly hope not. We have great low rates already. It's the SEWER rates that are killing us!!!! Just because it's on the same bill everybody thinks it's water. I really hope they don't do lower the rates for seniors. Cut the rate for everybody or lower the taxes.

Council is bent on increasing costs for residents regardless of the reality of home incomes. This will come back to bite everyone in the coming few years. They should be cutting back on some staff salaries and benefits. City employee benefits are better than any the public sector can offer - why?

What a joke to hear Bentz talking about "cost recovery models". His pet project - the Marina - will NEVER recover 10% of its cost. And he diverts every tax dollar he can find to the Marina. And you think Virderamo is missing in Westfort? Bentz wouldn't know Northwood except he just happens to live there. Never EVER speaks to his constituants. No getting in by acclimation next time. He'll have opposition that can hammer him on his complete lack of representation (nowhere to be seen after the flood). He will have to run at-large.

Hey Canada why is it that there is one of you that always craps on the employee. The benifts are bare bones nothing. Most small minds assume their wages are 60k plus when they are 38 to 45k.And jobs are being cut which means less service only to be replaced by another manager making 85k plus and the PREMIUM BENEFITS. They keep patting themselves on the back and the Circus continues
