The mayor will make his annual state of the city address during the final city council meeting of the year Monday.
It will also be the last state of the city address for this term of council as municipal elections take place next fall.
The final meeting of 2013 will also see council consider $2.3 million in community grants for next year. Topping the list is for sustaining grants is $695,000 for the Thunder Bay Community Auditorium. The Regional Food Distribution Association would get $95,000 through the operating category while artist Tanis Webster is in the project category for $3,600.
The city also has a new youth services category this year with $28,000 for the Boys and Girls Club and $10,800 for Big Brothers, Big Sisters.
The money would need to be approved during next year's budget process.
Council is also being asked to approve a 100 per cent tax rebate for the new Sister Leila Greco Apartments. The rebate would be considered the city's $4.43 million share of the project, instead of a direct cash contribution, and would be in effect until around 2024.
The city is also looking to award a $3.9 million contract to LED Roadway Lighting Company for 9,300 LED street lights with smart technology.
Future subdivisions would require the new street lights. Administration says longer life and less maintenance with LED technology will cut costs long term.
