THUNDER BAY – John Woodcock is starting to see McKellar Island transform into a dump.

“It’s very disappointing because we’re trying to get an outdoor recreation site going here involving a bit of research into birds,” Woodcock said. “This is the introduction to the people I bring here. This is what they see, a forest that’s littered with garbage blowing in from the side of the road.”

Over the past year the volunteer coordinator for the McKellar Island Bird Observatory has seen the amount of trash discarded along Baffin Street continue to pile up.

New garbage now shows up on a weekly basis.

The two primary dumping locations are where former Thunder Bay Terminals access roads off Baffin Street are blocked by gates.

There are clusters of waste, with a lot of discarded building supplies. There are also discarded appliances, broken furniture and household garbage.

These are things that belong in the John Street landfill, Woodcock said.

However, while much of the garbage is clustered at the two sites, there is still plenty of trash visible along the entire road.

A quick look in the ditches on the side of the road yields many old garbage bags.

“The whole roadside is littered. It would be many dump truck loads of material to remove,” he said.

Woodcock said he initially contacted the Thunder Bay Police Service, which directed him to the city’s bylaw department.
There haven’t been any results since he contacted them.

“I contacted them and they said there wasn’t much they could do unless you can identify who dumped the garbage,” Woodcock said. “I haven’t seen any action.”

Messages to the acting manager of the city’s licensing and enforcement division by tbnewswatch.com were not returned as of early Monday afternoon.

All you people who complain about the sanitation crew not lifting enough had better learn where their regulations come from. Unfortaunately and fortunately at the same time the provincial health and safety standards has set out rules to protect all workers. This includes sanitation, highway workers, fire, police, waiters, roofers etc. These rules protect them but also limit them in what they can do. These rules do cost you and me money as they cost the businesses money to operate at these levels and enforce the regs. Stop whining about the individuals groups and look at the big picture. Maybe you shoud try getting out there and working for a living instead of sitting in front of your computor in your underwear.

People dump garbage at the end of Current River, on the grain elevator side, as well. It is disgusting. It has been going on for years.

The city has continually missed the on this issue!

Every time they raise the dump fee it turns people away and they dump illegally not only at McKellar island but in every laneway and park across the City. The city then spends taxpayer resources to have to go clean this up.

Another great example is the "free" dump week. This is when the Police sit and wait for the dump goer with a ticket book in hand and ticket every single infraction they can. Tell them it is free so we can ticket them, another revenue maker!

Time for this city council and administration to wake up!

I do pay for it. Tell me why they can pick it up at my front door for free (yeah, I pay taxes) but if I bring it out there on my own time and use my own gas, I get charged for it. Makes absolutely zero sense to me.

The city only has a single by-law officer.

Have someone sit at the base of the Island Drive Bridge and pull over any vehicle heading to the island with garbage. Anyone who goes to the island with garbage and returns without it should be pulled over and fined the $5,000 maximum for dumping on city property.

This is part of this Council Clean Green and Beautiful / recycle program
Council want to look good by cutting back items going into the landfill site.
It is working, people are dumping stuff across the city.
In parking lots, parks, and yours and my back lane.
At one time the city had a truck that came around every sprint and pick up your unwanted items.
Now if it does not fit into a green garbage bag the garbage men leave it for you to get rid of anyway you can.

It is a wink wink programs. It is your problem do what you want with it.

And as a result it ends up a litter/

This is because of the fee the dump charges as soon as they started charging at the dump for any load this became a problem it's not only there it's all over in rural areas. If it's owned by the city send some of your lazy over payed workers in and clean it up or are you just going to leave it?

If they really wanted to catch these guys they could. All that they need is some energetic individuals and their game cameras and they will catch whomever is dumping this stuff. After all if people can set up hidden cameras in a dairy farm to catch animal abusers I am sure that it would be pretty simple to set up a few game cameras to shoot people dumping garbage and get their licence plates. Even if a few cameras are stolen, they are pretty cheap - you can get them at CTC for $100 bucks.

I don't condone dumping out in the boonies, but it's not just the dump fees causing this. You leave a bag of garbage at the curb and it stays there because it's too "heavy"??? I carried it 300 feet from my house to the curb and garbage dudes can't pick it up two feet off the ground to toss in a garbage truck???

Then I buy a garbage can and it had a note left on it that it was too "high"??? I decided to measure it, it was 1.5 inches over the "limit" when the lid was on??? If I left the lid off would they pick it up then? What about the mess the ravens would do without the lid on? Maybe I can cover the top with saran wrap and stay under the "limit"??? LOL! NO way they could eyeball that, garbage dude obviously runs around with a measuring tape just for such occasions. Probably took him longer to take out the tape and measure it than just toss it in the truck! That's some service for some of the highest taxes in the province!!!

The dump is now $10 and the weight was reduced to I think 150kgs.

As the dump increases their fees and continues to be the slowest scale shack operation in the world I would expect more incidents like the ones in the story.

On top of that, you get delayed on the top of the hill waiting for some overpaid person to tell you which dumpster to back up to while they sit in an old plastic chair outside soaking up the sun.

What the city should do is be giving taxpayers a punch card that allows you so many trips to the dump with certain weight restrictions without paying additional fees.

its bad enough we pay for the dump. its bad enough that we pay for it and don't get to use it for any cheaper than someone from outside the city that doesn't pay for it. its bad enough that the city collection wont pick up anything heavier than my wife's purse.

the least they could do is allow us a few trips to the dump for free at our convenience, not one week of more delays and some police grief.

that's why we have to go to the dump so much in the first place. If its not too heavy, too big, too tall, too wide, too obviously not garbage then they wont put it in the truck.

When I was in Florida back in March I watched their garbage truck guys throwing mattresses and couches into their trucks sitting curbside.

in Thunder Bay? yeah, 3 bags that are full of feathers is the best they can do?

and then its a big shocker that garbage doesn't make it to the dump?

That's great city management their Commisso! Keep up the great work!

Nailed that.......to the East in a large Metropolitan city in Quebec....garbage collection is private. Two collectors per truck picking up from both sides of the street, and moving along at a fair pace. Why does this city not privatize most services....because CUPE believes in the Taxpayer welfare state. Non union workers are subsidizing city workers slack work habits, poor attendance, excellent benefits, excellent pay, etc, with their hard earned dollars and can't afford to get dental care or new glasses. Outside work especially, should be done by private contractors. Prime example: five different trips over four days and at least fifteen people to repair a sixteen foot section of sidewalk. Incompetence taken to the extreme at taxpayers expense. Privatize...Privatize...Privatize....let's get value for our money.

Oh...and I should add...the job is not done yet. Concrete, finishing, forms removal, clean up, barricades, etc. Looks like five more trips by fifteen more "workers" over the next few weeks. Calculate that cost, in comparison to a private contractor doing the same thing in two days. There is no excuse for such incompetence.

Recently I bought a house, renovating it during the past year has meant many many trips to the dump...the only time I have had a delay in a couple dozen trips was on a Saturday morning a couple times. I avoided it on free dump weeks. Not busy at all, and when it is the lineup is to get put, not to get in or to dump.

You pay for refuse service, not the dump. You get to throw out three ig bags of pure trash every single week...more than pretty much any Canadian city. How much trash do you need to throw away? You get to throw as much recycling as you want. Unless you have triplets and have a zillion diapers per week there's not much excuse for needing more than three bags....and if there is, you need to do some household evaluation and stop being lazy.
People who throw the trash on the island have been doing it for years...no matter what the dump prices are or whatever... They're lazy and piggish and really don't care that they are dumping garbage because they don't get caught.

As for not busy at all, you must have hit the unusual times. It can be quiet one minute and lined up the next.

More problems are created when people don't carry cash and have to pay by debit taking forever to enter their PIN.

For a dump the size of this city, having one lane entry and exit is beyond stupid. Especially when you have to pay like that. Every fast food drivethru knows that they collect the money at one window and deliver the good at the next.

that's how the scales should run, weigh, then pay at a separate window or into a separate lane for commercial or over the 150kg limit, or have cash only lanes after the scale..

its not that complicated, but the city managed to take a prehistoric dump arrangement and reconstruct it at a different entrance.

and don't show up at coffee or lunch time, then only one vehicle at a time going in or coming out. the ULTIMATE in inefficiency!

So you recycle. Compost. Go to camp and burn some stuff couple times a year. Heck have any friends that live in neebing? Throw a bag at them to chuck in the country dump...but no need to be all up in arms, you have one of the highest bag limits going.
Crazy to think people need to throw so much away every week. And sad.

Half way through I then watched as the guy grabbing the bags starts hauling them out of the bin and leaving them on the ground around it, and tag all of them saying they're too heavy to be put in the truck, then drive away. Leaving the entire pile of tagged garbage sitting there.

You're telling me that the bags were too heavy to throw in the truck, yet not heavy enough for you to haul out of the bin first. Then you do exactly what these people do, and just leave them sitting on the ground with waste of paper tags on them so the birds can get at them?

What are my tax dollars paying for? You signed up for the job, so do it.

By-Law costs???? and the best they can do is say find out who dumped the garbage for us and then we will do what???? Call the police or go lay a charge.

Is it any wonder that some people in this community get the fact that we have a bloated and inefficient enforcement branch in this city.

We see story after unchallenged story about how they are going to reduce costs and every quarter they come in over budget.

Maybe for 200 grand a year we can find someone who actually can get stuff done in this town, but why change anything after decades of indifference.

Nobody cares unless it is happening to them.

This is disgusting. it should be investigated and if there is anything that identifies someone, they should be charged and if found guilty, fined as large as possible.

The apathy from our leaders is nauseating.

This has been an ongoing problem in remote areas in the Municipality fo Shuniah too ... We've gone through garbage and phoned the OPP in the past. They have been very responsive and at least go to the person to tell them that they are dumping illegally!

Innova Park used to be a favourite dumping site for these useless, lazy and stupid cretins.
We need effective, proactive by-law enforcement. They are going to be getting even more calls now that the police are diverting by-law calls to By-Law, where they should rightfully go. So, what are we to do with a by-law issue outside of their working hours of 8:30-4:30?

There is no money for keeping the city clean and safe....We know where all the money is going! It is too bad...that has the potential to be a beautiful area but people will dump there because they can, and it doesn't cost them.

Tipping fee at the city landfill is $10.00 for 250 KG or less. Over that you pay by the KG.....plus your fuel and time. This is a big part of why people litter like this.

There is no excuse for littering. It shows a total disregard for and ignorance of the environment.
