Examining the budget

This year’s proposed municipal budget is one of the city’s best, concluded one councillor following a question-and-answer session with city administration.

Administration met with councillors informally in a boardroom on the third floor of city hall Thursday to discuss the proposed 2010 municipal operating budget. General managers from several city departments stationed themselves at a table as councillors trickled in to ask questions about what they read in the proposed budget.

Coun. Aldo Ruberto said he was satisfied with the proposed budget, which includes a 1.88 per cent tax increase, tabled by city administration.

"This is probably one of the best budgets ever brought in," Coun. Ruberto said after attending the informal meeting. "The (tax rate) actually went down. Based on projections for this year coming up, the municipal assessment is going to go up and that will drive the taxes up 1.88 per cent."

While the modest tax increase pleased Coun. Ruberto, he said he attended the meeting to ask administration if there was anything they needed that was missing from the proposed operating budget.

He said administration seemed comfortable that everything they needed in the budget was in it.

"Is there room for cutting more?" Coun. Ruberto asked. "Not without cutting services, not without cutting jobs. The last thing we want to do in this municipality within this economy is cut jobs."

Coun. Larry Hebert also gave the proposed budget an overall positive review. The at-large councillor attended the meeting to get clarification about some portions of the budget.

"A lot of people are hurting, both residentially and some small businesses, so we have to be mindful of that," Coun. Hebert said. "While we have a low tax rate, we don’t want to be banging up the rates in other areas. I think we have to find a good balance."

Coun. Rebecca Johnson also said she had an overall positive attitude toward the operating budget, but added that there were a number of areas worth revisiting.

"We’re increasing staff by, I think, seven," she said. "I have issues with increasing staff at this time. The city is the biggest employer in the community and to be adding staff at this time, I don’t think it’s what we should be doing."

Coun. Johnson said the proposed budget lacks a focus, adding that the city, as a community, needs to start looking at what it really wants.

Maintaining all city services, which is what Coun. Johnson believes this budget is trying to do, does not make sense given the municipality’s economic situation.

"We can no longer continue to do what we are doing now, we don’t have those dollars and the average citizen can’t afford all of this so we have to take a really strong look at long-term."

Conn. Johnson said she also wants to make sure the budget is balanced. She said she doesn’t want to take a look at this budget in the future to find major variances and shortfalls that the city will eventually need to makeup for.

First: Thunder Bay Transit raising prices yet again?? With a user base in the 10 to 15 thousand Can someone explain to me how TTC in Toronto with 100 Times the ridership and users of public transit has close to the same fee pricing?
Here's an idea... Rather than put the screws to the users why not take some of that millions of cash Transit received from the gas tax and offset user fees?? Oh wait that would lighten somebody's wallet so we can't have that.
Southside Transit woes..
Simple Solution:
Use the tax payer built City Hall as the intermn terminal.
City buses could be staggered in arrvail times so as to not impact local street useage and This would give Tax payers a first hand chance to see what they paid for.
As well it would allow Transit users a SAFE HEATED area to wait for their bus with WASHROOM facilities available..
Problem solved... Woud City Council go for this?? Not on your life...

All you hear about in the news is that the economy is so bad and the people are demanding that the politicians create jobs, jobs, and more jobs. "I need a job" people proclaim. "This is a jobs" budget they big politicians says... but when it comes down to our own back yard it's "Cut jobs!" ???

Ummmmmm...... heres whats wrong with that statement:

By the logic of this statement, we might as well hire every unemployed person in the city and give them a municipal job at the taxpayers' expense; because we can't afford not to in this economy! We need those jobs.



The statement is insane. THose individuals can't afford to lose their jobs, but guess what? We can't afford to keep paying them just for the sake of paying them.

City workers making $85,000.00 or more should be facing a four year pay freeze.

Pres. Obama did something simular when he took office. He frooze all Federal U.S. employees salaries over $100,000.00 for four years.

How come this concept hasn't come to Canada?

It's time to either freeze spending or cut non essential services. That includes salaries etc. You can't just keep raising taxes every year. Transit needs to be streamlined with a central depot on Water street.

In this information age, there is absolutely no reason why the draft City Budget cannot be published line-by-line for taxpayer input and review.

Not only that, but a month-by-month varianace analysis, historical spends and justification for overspends. The information exists but is deemed confidential.

Think about it. This is OUR money - the culture of 'pretend open-ness' hiding a veil of secrecy that Commisso and his team perpetuates has got to end.

freeze wages? These wages are not out of line from the rest of Ontarios. This is the cost of doing business and running a large city spread out over a large area. The folks working for the city were wise and or fortunate enough to find a secure job with the city instead of say, the Buchanan group. They should not have to be punished for it because the city spends alot of money on refurbs and marina.

The wages are not out of line with the rest of ontario, but they are with the cost of living: Other than your taxes, living in thunder bay is cheap. The single biggest cost the majority of us will ever have is a house, and in thunder bay they are often 1/3 or even 1/4 of the price of southern ontario. As such, wages should be lower to match.

The people with the city are wise and fortunate, and they must act wise and fortunate by understanding that they owe the city. Thy should be happy and even thankful to the city for their great jobs and the amazing standart of living they have thanks to those jobs and the taxpayers.

And now that the taxpayers are being killed financially, they should be willing to take a cut, or at MINIMUM a wage freeze to help the city out.

This is not a matter of punishment, but a matter of not taking the city coffers for granted, and instead feeling pain when the city's taxpayers do as well.

we are not a small town and a Toronto cop is paid more than a Tbay cop...look into it. If a 1st class constable made $110 000 (I'm assuming you meant that not the 110.000 you wrote) it is obviously due to overtime. What about the firefighters there beaver...they make virtuously the same as a cop, have more than double on duty at any given time and get to sleep at work?
The only thing more expensive in Toronto than Tbay is the cost of buying a house. While I agree that our property taxes are higher, other cities, especially Toronto have a much, much higher population density which helps. Toronto is in far worse economic shape than we are and they have a higher unemployment rate. I would say Toronto is certainly not a better run city than us. Food, heat and other bills are not more expensive than here. TBay is definitely not cheap compared to other cities...Stats Canada can tell you that quite easily if you research a little. And finally, Tbay is one of the largest CITIES by area...that alone costs money. Don't know how my comment make me out of line there beaver.
City employees do not owe the city any more than a mill worker owes Bowater. Running a city costs money and is a necessary evil I'm sure, but I do not see how a wage freeze or rollback which will hurt those workers is fair to them.
Everyone bitches about taxes and I am one of them for sure, I don't agree that punishing a few for the many is a step in the right direction. There are other ways, attrition maybe.

they are always looking for more tax money
to spend on there whims, like more money for our city hall and lord knows how many more millions for the marina that they never looked at , fire the lot of them and get out of the golf course also , that costs money to the average joe who doesnt go there ..
