City officials are confident donations to various agencies will be included in its disaster relief fund.

Discussions are ongoing with the Salvation Army and Red Cross on how the more than $300,000 donated to the organizations can be transferred to the disaster relief fund so that the money can be eligible for two-to-one funding from the province.

“We’re hoping that we can transfer those funds over,” Mayor Keith Hobbs said Thursday morning.

At issue is how the money can be put into the fund without affecting the organizations’ charitable statuses under Revenue Canada.

City manager Tim Commisso said that although the city is eligible for up to $16 million, only $3.2 million is available for those who were affected by last month’s flood and are uninsured or underinsured.

That means the recently appointed disaster relief committee are tasked with raising $1.6 million. If more is raised, the committee could ask the province to give more.

Claim forms for the fund will be available at public meetings on June 23. Advance money could be given to people within a week once they fill out the complete form .

“It’s really just the first step in submitting the full claim,” Commisso said of the advance money.

The disaster committee will confirm a dollar figure for advance claims in time for Saturday’s meetings.

As the city winds down its relief efforts, it will begin offering assistance to Duluth after the Southern neighbour was hit with major flooding Wednesday. Fire Chief John Hay told Duluth officials that everything from equipment to personnel is available. 

“They’re at the stage we were three weeks ago,” Hobbs said adding the floods have made the two municipalities sister cities in an even truer sense now.

There were no reports of flooding, except for a bit of water in a few basements, after Thunder Bay was hit with up to 50 millimetres of rain Wednesday. City infrastructure manager Darrell Matson said the Atlantic Avenue sewage treatment plant worked well. No bridges roads or other infrastructure in the city saw any damage.

“They remain in a very good state of repair,” Matson said.

Engineers will begin to do a detailed damage assessment on the landfill’s east cell capping project, which hard large parts of its top soil and seeding eroded Wednesday. Matson said the damage is estimated at around $350,000.

While the city remains in a state of emergency, the emergency operations centre could meet for the last time Monday.

This entire set of rules and process is going to be nothing but a major hindrance to anyone hoping to settle their claim in a timely manner...the 3.2 million should be readily available without the requirement of any fundraising being required....has anyone even given a thought how long it would take this committee to come up with the 1.6 million???

As far as HOBBS statement "“They’re at the stage we were three weeks ago,” Hobbs said adding the floods have made the two municipalities sister cities in an even truer sense now."......Duluth got it so very much worse there is no way you can compare the 2 situations too one another.!

I cannot believe they are still trying to figure out a way to transfer the $300,000 donated already to this disaster relief fund...which from reading this story sits empty at this point in time!!

You really have to feel with the home owners who have to deal with this committee.....by the looks of things the process is not going to be working on their behalf in a timely fashion what so ever.

Why not? Are you trying to help people or are you hoping to buy their silence in the issue?

If its a donation, its there for help. If you gave money to make yourself feel better or try and buy people off from a lawsuit, then you didnt donate a single dollar.

Theres a difference.

The city is just insulting all the flood victims even more by putting Lynn Pederson in this committee.

Thats the fox guarding the henhouse. Shes really there to minimize damages to the city and keep the people hushed up. This who comittee is ridiculous. Putting more people in the way of solving their problems isnt the answer, its just a bigger problem.

And people with insurance should be entitled to everything those without it are. People with insurance worked hard to secure their policys, they should not be treated any different than anyone else.

Everybody loses on their resale. everybody got damages, deductibles, etc..

What about the things money cant buy?

The people who are not in the lawsuit should be able to immediately access relief money, in my opinion. Those who signed up for the lawsuit can wait - they signed up knowing lawsuits take time.

If the lawsuit folks get the help they need from the flood fund, they are just greedy to want MORE down the road from the lawsuit.

If your house got 4 feet of water, chances are this is not the first time your basement got wet. You bought the house knowing this was possible, and knowing what sewage system it was on.

And you are right... People who had insurance shouldn't be treated any less than those that didn't. They should be treated better than those that didn't. Nothing like setting a presidency that if your to cheap or don't feel like paying for insurance, the rest of us will pay your way out of ruin. Insurance isn't gambling, if you choose not to get any.... your gonna get burned and ain't anyone else's problem other than your own.

The committee has ZERO influence over either the tax laws of Canada (Charitable Status) or the Provincial Rules surrounding the matching dollars. I'm sure it WILL take time to reach $1.6M, but what's the alternative Jimmy? They could just throw their hands in the air and say "screw it, this is too hard. What do I care - it's not my house anyway." But you know what moron? They're working their tails off to help people and you have the gall to sit on your rear end behind a computer and complain about them?

I'm all for healthy discussions that people argue two sides of, but when all you do is call something black if a city official says it's white, then that's not a healthy argument - it's more like a poorly behaved three year old who didn't get their way. So by all means comment if you have something constructive to say, but otherwise shut your trap.

keep in mind that only 6 families so far have signed on to the lawsuit. Even if 200 more join, there are something like 1200 or so other homes that were affected that haven't signed on to the lawsuit. Donations are still needed.

The people who signed up for the lawsuit should get nothing!. $0.00. They were greedy enough to go with a lawsuit, so they dug their own graves. Also, the law firm will get nothing. The city is trying to help you morons and you want to sue them only to pay them back in taxes.

300 million is roughly a million per claim...this will be a bonus to the fund recipients since anyone associated with the class action suit cant receive anything in regards to money given since they are in a lawsuit....i think the city won that battle in this war

How nice of the city to be confident that not for profit groups will give them money even though a lot of these funds have already been spent. It costs thousands of dollars to run a soup truck every day and run the other services being provided to registered citizens.

Yeah, roughly a million per claim as it's currently only 6 people on the suit with another 200 ready. $300 million total suit, $200 after the lawyers take away their 33.3%.

"Good people can make mistakes" but we're gonna sue them anyhow!!!

reply to "Me n My Opinion"...maybe try to re-read my posting in order to understand it...your comments do not make an ounce of sense...I pose very legitimate questions and facts...one would think that the city would have contracted the task of evaluating peoples damages and claims to professional insurance adjusters...a committee consisting of individuals who have no direct experience in dealing with such matters will only serve to hinder this process...it does not take a rocket scientist to figure that out! Those affected with flood damage deserve a much more speedy process in order to get they lives back to the point they were at before the flooding.

You said: "I cannot believe they are still trying to figure out a way to transfer the $300,000 donated already" - the article clearly says that they have to find a way to do it that doesn't affect their charitable status. It may not even be able to be done, let alone have it done overnight.

So what do either of these have to do with the committee, and their apparent incompetencies? The committees primary purpose is fund raising. How does that possibly interfere with or hold up any processes?

And how will they come up with $1.6M? I don't know, but god bless them for trying. Personally I wish them all the best and hope they accomplish their goal.

Once again though, if you have any constructive ideas, maybe share them.
