The Opportunity

Reporting to the Executive Director (ED), Customer & Corporate Service, the Accessibility Coordinator will act as the subject matter expert and play a key role in promoting accessibility within the Town of Collingwood. This position will coordinate and lead the Town of Collingwood’s response and compliance to the Accessibility for Ontarians with Disabilities Act (AODA) and other relevant legislation, while providing expertise, training and support to enhance accessibility across municipal programs, services, and facilities. The Coordinator provides policy development, compliance and monitoring, as well as the preparation of and consultation regarding the multi-year accessibility plan, and responding to ministry accessibility reporting requirements, community accessibility feedback, and audit requests. The position also oversees and acts as the lead staff resource to support the Accessibility Advisory Committee.

What You Will Do

• Lead the development, consultation, and implementation of the corporate Multi-Year Accessibility Plan (MYAP).

• Coordinate and lead Collingwood’s response and compliance to the Accessibility for Ontarians with Disabilities Act, 2005 (AODA) and Integrated Accessibility Standards Regulation (O. Reg. 191/11).

• Establishing priorities and annual budget requirements consistent with the MYAP, Community Based Strategic Plan (CBSP) and applicable master plans for the corporation to achieve their goals and obligations under the AODA.

• Lead and provide guidance to the internal corporate AODA Task Force, including chairing all meetings, assigning work tasks, establishing work schedules, deliverables and milestone dates.

• Coordinate internal accessibility audits for Town facilities, programs, and services regarding accessibility issues and make recommendations to Executive Director / Department Heads and/or Council as appropriate.

• Facilitate, complete and file all Ministry Compliance Reports, Annual Status Reports and Audit Requests to the Province / Ministry to ensure compliancy with the regulated accessibility standards.
• Design and deliver impactful public awareness campaigns aimed at engaging and informing the community on accessibility related programs, policies, and initiatives.

• Develop and write corporate policies and procedures for accessibility.

• Develop, coordinate and facilitate detailed accessibility and inclusion training sessions for Town staff, Council, volunteers, etc.

• Be an initial contact and coordinate a corporate response to accessibility complaints, feedback or issues from the public, ensuring timely and effective communication and response.

• Research and prepare for any grant/funding opportunities and complete and coordinate submissions with Finance staff, and other divisions as may be required (related to accessibility projects).

• Support staff in obtaining the skills necessary to create accessible documents. Including, provide training and ad hoc support to departments in the creation of accessible documents including templates, reports, correspondence, website content and other documents to ensure accessibility compliance.

• Lead and provide guidance to the Town’s Accessibility Advisory Committee (AAC), and accessibility guidance to other advisory committees or boards as may be required.

• Coordinate the preparation of agendas and supporting material for AAC meetings, including reviewing the draft minutes, and following up on any required action items

• Provide support as may be required to the Executive Director and/or the Executive Assistant.

Skills and Experience

• Minimum of one (1) year of experience working with persons with disabilities and other equity-deserving groups. Experience in developing and delivering communication and training programs, with excellent communication and presentation skills.

• Expertise in policy development and implementation, ensuring compliance and promoting inclusivity. Knowledge of public policy creation processes and analysis, and the demonstrated ability to deliver accurate public policy research analysis, to carry out mathematical quantitative as well as qualitative analysis, and to recommend decision-making approaches that consider appropriate consultation, engagement, roles and timeframes.

• Strong knowledge of the Accessibility for Ontarians with Disabilities Act, 2005 (AODA), The Integrated Accessibility Standards Regulation (IASR), the Ontario Human Rights Code (OHRC) and other provincial and federal legislation impacting persons with disabilities. Familiarity with resources, services, and organizations that assist with accessibility matters, such as adaptive technologies and accommodations.

• Proficiency in project management, including planning, execution, and monitoring of accessibility initiatives.

• Strong facilitation and conflict resolution skills to effectively manage and resolve issues and complaints. Consensus building skills to influence cooperation among individuals and groups with diverse backgrounds and perspectives.

• Knowledge of general office procedures, including financial, budget, records and information management filing system and its integration in an executive office environment. Skills and ability to accurately record meeting minutes and general proceedings.

• Excellent administrative, communication, interpersonal, organizational, and time management skills, together with the ability to use tact and discretion and to deal courteously and effectively with the public and fellow staff members.

• Ability to multi-task, cope with interruptions and work under pressure to meet multiple deadlines, exercise discretion and good judgment particularly when handling highly confidential/sensitive information. Possess a high level of initiative and personal integrity.

• Thorough working knowledge of Windows and Microsoft Office applications, database management, and office equipment.

Qualifications

• Post secondary education in Public Policy/Administration, Equity Studies, Social Science, Human Rights, Humanities, Social Services, Accessibility Studies, Disability Studies, or concentration in accessibility, equity, disability, or social justice.

• Valid Calss “G” driver’s license and reliable vehicle to use on corporate business. Ability and willingness to travel within the community as required.

• Possess a Criminal Record and Judicial Matters Check (Level 2) with results satisfactory to the employer, and a valid standard first aid & CPR/AED Level C certification (or willing to obtain).

Other Important Information

Normal hours of work are thirty-five (35) hours per week. The pay range is $67,067.00 to $81,481.40 ($36.85 to $44.77 per hour). This position may be eligible for a hybrid work arrangement per Employer policy.
