THUNDER BAY -- The city is determined to upgrade the dam at Boulevard Lake. This time, for sure.
A public information session was held at the Current River Recreation Centre on Monday night to re-launch public consultations on an Environmental Assessment for reconstructive work on the dam.
Ontario’s Ministry of the Environment and Climate Change rejected the city’s assessment application last year, citing inadequate consultation, lacking transparency and incomplete information.
Municipal administration has committed to submit a more robust assessment, including evaluating impacts on the natural and soclal environment such as wildlife, soils and traffic patterns.
“As part of this EA process, we’re looking at starting the project almost from scratch again,” said city project engineer Mike Vogrig.
“It’s a higher class Environmental Assessment so it’s a more rigourous process, in order to meet the requirements of the MOECC.”
The concrete has deteriorated in the century-old structure. Engineers are considering widening the walkway atop the dam and developing an automated gate system.
Vogrig said it’s likely the price tag will exceed the $5.3 million budgeted for 2015 construction.
Over the summer, field studies will be undertaken to assess the effects of construction.
The next public information session will occur in the fall and the public can provide feedback on the city's website regarding the project until July 8.
