City manager Norm Gale walks through the Victoria Inn lobby at 12:04 a.m. Tuesday, three minutes after a work stoppage deadline for city workers had passed.

THUNDER BAY -- A new offer from the city prompts CUPE to extend its strike deadline a week.

A strike or lockout was expected if the clock struck 12:01 a.m. Tuesday before a new collective bargain was reached between the municipality and Canadian Union of Public Employees Local 87.

Sources said both sides were prepared to continue the meetings taking place at the Victoria Inn but gave no indication a deal was imminent.

City manager Norm Gale and CUPE Local 87 president Karen Martin both passed through the lobby of the hotel within 20 minutes of the deadline but neither would issue a comment.

City workers have been without a contract since Oct. 31, 2014. Martin has previously accused the city of "attacking" contract language.

A work stoppage would impact both indoor and outdoor city facilities and services.
