Construction to close Harbour Expressway, Balmoral intersection

Intersection expected to close fully for two days beginning Tuesday, while work on $5.3 million rebuild will continue through October

THUNDER BAY - A stretch of Balmoral Street, including its intersection with the Harbour Expressway, will close beginning Tuesday. The closure comes as the city begins work on a $5.3 million rebuild of a half-kilometre stretch of Balmoral running from Hewitson Street to Alloy Drive.

The city anticipates the expressway intersection to be fully closed for only about two days, while the stretch of Balmoral from the intersection to Hewitson Street will be closed for around 10 days. Following the full closure, the city says Balmoral Street and the Harbour Expressway will reopen to one lane of traffic in each direction.

City administration has previously said it expected one lane of traffic to remain open in each direction during construction, with any full closures expected to be short-lived.

In addition to rebuilding the section of road, the project includes the addition of multi-use trails on both sides of Balmoral and double left turn lanes at the intersection with the Harbour Expressway, along with a protected left turn. Those steps are intended to improve safety and traffic flow at the intersection. 

It’s the second in a multi-phase project to rebuild a larger section of Balmoral. The first phase saw work completed from William to Hewitson in 2016, while further work in 2021 and 2022 are expected to complete the rebuild to Beverly Street.

The city asks motorists to use extra caution and obey all posted signage when travelling near the construction area.
