Council signs off on millions in infrastructure work

THUNDER BAY – Nearly $7.7 million in infrastructure work has been rubber stamped to go ahead this year.

Thunder Bay city council on Monday night voted to award three contracts, which cover two major road reconstruction projects, a number of road repaving and watermain work.

A $2.1 million contract was awarded to Makkinga Contracting for reconstruction of sections of Edward Street and Court Street.

The report to council outlines a number of watermain breaks and sewer issues on Edward Street between the Neebing River and Churchill Drive, with the frequent repairs to the watermain needing to be completed replaced. The road will then be regraded and resurfaced to improve drainage conditions with new catch basins installed to further help stormwater management.

The Court Street work, which will be done between Bay and Wilson streets, will replace sanitary sewers and the more than 100-year-old watermain. The project will also continue the new cycle track that had been constructed along Court Street between John and Bay streets last year.

That contract also covers a new storm sewer on Miles Street between Edward and Leland streets, which city administration reported has had historical road flooding issues and ditching problems.

City engineering director Kayla Dixon said all contracts have targeted end dates and the work is expected to be finished by Oct. 31.

“There are completion dates that are put in each of the contracts,” Dixon said. “Some contracts we do contemplate that they would carry over into the next year depending on when they are awarded but that’s included in the completion date in the contract.”

The city also gave the green light to a $4.1 million contract to Bruno’s Contracting, which covers repaving on sections of major roadways including Dawson Road, Edward Street, Court Street, William Street and 25th Side Road.

A number of residential roadways throughout the entire city are also scheduled for repaving.

The CN Rail crossing on Cumming Street and CP Rail crossings on Neebing Avenue and Crawford Street are also included for improvements in the contract.

The final contract of nearly $1.6 million covers cleaning and cement mortar lining of cast iron watermains on the north side of the city in the area bordered by River Street to the south, High Street to the east, Theresa Street to the north and Dobie Street to the west. As well, a six-inch watermain on Algoma Street requires fire flow improvements for the opening of the east wing mental health expansion on St. Joseph’s Hospital.

That contract is scheduled to take about 10 weeks and temporary water service will be provided to all residents while work is ongoing.
