Creek or ditch? Question stalls bikepath progress

Local resident Ken Shields has been trying for years to improve this unofficial bike path, which would link Winnipeg Avenue to Carrick Street.

But right now there's a creek about six feet wide blocking the path. 

Shields says the city promised to put a culvert in three years ago. When it didn't happen, he started a petition. 

Last week, Active Transportation Coordinator Adam Krupper said the project is ready to move ahead this month. 

But now there's a discrepancy with the creek's designation. One local map calls it a ditch, but another calls it a stream with potential fish habitat. 

Krupper says it could take another two weeks to sort it all out before the culvert can be installed.
