Four accused drug traffickers appear in court

THUNDER BAY - Four people have been arrested and are facing drug trafficking charges after Thunder Bay police executed a search warrant at an apartment complex on Tuesday evening.

Officers could be seen wearing tactical gear at a Court Street apartment on the city’s north side around 5:30 p.m.

Joel Payne, 36, Philip Kwaku Nkrumah, 35, Russell Halls, 53, and Leslie Ann Scott, 49, all appeared before a justice of the peace on Wednesday morning to have a series of charges sworn in related to drug trafficking.

All four individuals face charges of possession of cocaine for the purpose of trafficking, possession of fentanyl for the purpose of trafficking, and possession of property obtained by crime over $5,000.

Kwaku Nkrumah also faces a breach of probation charge. Kwaku Nkrumah was also charged in connection to a gun and drug smuggling ring in Windsor, according to a 2019 report by The Windsor Star.

Thunder Bay police say they located a large quantity of crack cocaine, fentanyl and $13,000 in cash, according to a police news release.

Drug trafficking paraphernalia was also seized by police.

Local police pointed out the apartment complex at the centre of Tuesday night's investigation is home to mostly elderly and other vulnerable people.

Payne and Scott will return to court on June 12. Kwaku Nkrumah and Hall will return to court on June 15.
