Thunder Bay police said officers were driving on Arthur Street late Thursday morning, when their cruiser collided with another vehicle headed in the same direction.
The officers stopped the vehicle and found that it had been reported stolen. They also observed several signs of drug impairment in the driver.
The driver was taken to the police station where he was found to be impaired by drug, police added.
The 33-year-old Thunder Bay man is charged with dangerous operation of a vehicle, impaired operation of a vehicle, possession of property obtained by crime over $5,000, and failure to comply with a probation order.
He is expected to appear in bail court on Friday.
