Local man charged with sending harassing letters

Police said the letters are sexual in nature and target local businesses or their staff members

THUNDER BAY — City police arrested a 54-year-old man who is alleged to have sent harassing letters to local businesses.

The Thunder Bay Police Service, in a Monday news release, said 54-year-old David Robert Ostrom is charged with three counts of criminal harassment as a result of the investigation.

Police said an investigation began in March after letters, which were described to be sexual in nature, were sent to a local business. That investigation found there were two other similar incidents, with one reported last September and the other between June and July 2022.

Ostrom was identified as a suspect and was arrested on Sunday. He appeared in bail court on Monday and has been released with conditions.

Police said officers are continuing to investigate whether there were more incidents and that people have yet to come forward. The letters typically target local businesses or their staff members, are often sexual in nature, and may be addressed to recipients by first name.

Anyone who received a letter is asked to contact the police service's non-emergency line, and cite incident number TB23008478 to make a report.

The charges have yet to be tested in court.
