Police issue warning about 'high-risk' offender

Police say Eugene Soucy is considered a high-risk sex offender and may be in or travelling through Thunder Bay after being removed from a train in Longlac on Thursday.

THUNDER BAY — Police have issued a community safety advisory about a high-risk offender who may be in or travelling through the city.

The public alert was issued on Friday about 59-year-old Eugene Soucy, who police said is considered a high-risk sex offender and was removed from a train in Longlac on Thursday. Police said Soucy has arranged for transportation that brought him to Thunder Bay on Friday.

Between 1998 and 2013, Soucy was convicted of several offences including multiple counts of prostitution of a person under the age of 18, sexual assault, fraud

Soucy has completed his sentence and had been living in Brockville, Ont. He stands five-foot-nine in height, weighing about 160 pounds.

His release conditions include not going to public parks or swimming areas where children under the age of 16 are present or are expected to be present. He’s also prohibited from going to daycare centres, school grounds, playgrounds, and community centres. He also can't work or volunteer in any role that would place him in a position of trust or authority with children under the age of 16.
