SIU clears police of wrongdoing in August arrest of murder suspect

The suspect is charged with first degree murder, and two counts of attempted murder using a firearm for two other alleged shooting incidents

The Special Investigations Unit found no grounds to lay criminal charges against Thunder Bay Police Service officers involved in the arrest of a murder suspect on Aug. 29.

The province's Special Investigations Unit has cleared city police officers of any potential criminal charges in the arrest of a 24-year-old man wanted for murder, and was also allegedly involved in two other shooting incidents.

The SIU announced last week that it found no grounds to charge any Thunder Bay Police Service officers in the Aug. 29 arrest after a standoff in the 200 block of Ambrose Street.

The oversight agency's investigation found the suspect attempted to run, and was chased by officers. The police service dog was released, which jumped on and bit the suspect. Police also fired an Anti-Riot Weapon EnField weapon at the suspect, but it wasn't clear if any of the rounds struck the man. The SIU said his reported injuries were abrasions and puncture wounds, which were more likely to have been inflicted by the service dog.

The suspect, Aquille Kadeem Malcolm, was charged with first degree murder in the May 15 death of 41-year-old James Chapais. He's also charged with two counts of attempted murder using a firearm for incidents in the 200 block of Pearl Street on May 9, and on the 200 block of Ambrose Street on Aug. 21.
