THUNDER BAY -- An Ottawa man. originally arrested more than two years ago during a high-risk traffic stop, is back behind bars less than three hours after being released on parole for meeting with known criminals.
The Thunder Bay Police Service said 23-year-old Noel Perez was arrested for breaching his parole on Wednesday, shortly after getting out from the Thunder Bay District Jail.
Officers said Perez was at a resturant on the 800 block of Memorial Avenue, where he was observed meeting with known criminals.
Perez was one of at least four people arrested by Thunder Bay police on Jan. 1, 2017, after officers pulled over two vehicles and searched a home as part of ongoing investigations, seizing multiple firearms, as well as quantities of illicit drugs.
At the time, Perez was charged with eight weapons offences and two counts of failure to comply with a recognizance.
Perez was also charged last year with first-degree murder in the 2016 disappearance, and presumed death, of Justin "Milky" Duncan, an Ottawa man that police have said was involved in criminal activity in both the nation's capital and Thunder Bay.
