Where has this so-called city manager come from? Why is he in Thunder Bay? Maybe it's time for him to move on from Thunder Bay too. All I have seen since this man has been in the city manager position is controversy after controversy. I
s he a scapegoat or just not qualified? Let's get someone in the office that can handle the pressure.
