Local man arrested amid sexual assault investigation involving minor

A 21-year-old man has been arrested for sexual assault following an investigation into a 2019 incident.

Police on Monday arrested a 21-year-old Thunder Bay man for sexual assault involving a minor following an investigation into a 2019 incident.

On Oct. 26 police were made aware of an incident that took place in July 2019 involving a then 19-year-old accused by a 12-year-old victim. Police learned the accused was a Scouts Canada leader and knew the victim through that program; however, the incident did not take place at a sanctioned Scouts Canada event.

Members of the Thunder Bay Police Service’s Major Crimes Unit became involved in the investigation. On Monday, Nov. 2 the accused turned himself in to police at the TBPS headquarters at 1200 Balmoral Street.

Stephen KOOPMAN, 21, of Thunder Bay, is charged with Sexual Assault, Sexual Exploitation Touch, and Sexual Interference.

He appeared in bail court on Tuesday, Nov. 3 and was remanded into custody with a future appearance date of Wednesday, Nov. 4.

To protect the identity of the victim and the integrity of the ongoing investigation, no further details will be released by the Thunder Bay Police Service.
