Nearly 75 per cent of inmates in Ontario's 31 prisons are on remand instead of being sentenced offenders, which opposition parties say is a 180-degree change in 10 years.

A legislature committee found 11 of the province’s jails and detention centres operate at up to 135 per cent capacity.
