THUNDER BAY – City council will receive an update to the Solid Waste Management Strategy Monday, which will include a recommendation to scrap plastic bags for leaf and yard waste.
Currently clear plastic bags can be used to collect leaf and yard waste for curbside pickups. The alternative is the kraft paper bags.
If the recommendation is approved, then only the paper bags will be allowable for curbside pickup of yard waste.

Soild Waste Management Strategy Progress Update At the April 7, 2014 Committee of the Whole meeting, Report 2014.017 (Roads) was presented and a resolution was passed directing Administration to report back to Council on an annual basis on the progress of the Solid Waste Management Strategy. Report No. R 54/2015 (Infrastructure & Operations - Roads), recommending that City Council approve the extended pilot program and partnership with Habitat for Humanity for 2015 at the Solid Waste and Recycling Facility as outlined in this Report and that City Council approve the use of only kraft (paper) bags for the curbside collection of Leaf and Yard Waste starting in the fall of 2015.
With respect to Report No. R 54/2015 (Infrastructure & Operations - Roads), we recommend that City Council approve the extended pilot program and partnership with Habitat for Humanity for 2015 at the Solid Waste and Recycling Facility as outlined in this Report;
AND THAT City Council approve the use of only kraft (paper) bags for the curbside collection of Leaf and Yard Waste starting in the fall of 2015; AND THAT Administration report back by the first quarter of 2016 with a recommendation for an ongoing partnership for diverting items from the Solid Waste and Recycling Facility to the Habitat for Humanity Restore.
AND THAT any necessary by-laws are presented to City Council for ratification.
