Thunder Bay pair convicted in emaciated dog case

Dog was dehydrated and severely malnourished

THUNDER BAY — Two Thunder Bay residents have been convicted and placed on probation for permitting an animal in their care to fall into distress.

The Ontario SPCA says the case relates to a February 2018 incident in which a stray dog "in poor body condition" was taken to the City of Thunder Bay Animal Services Centre.

A veterinary examination confirmed that the dog was emaciated, dehydrated and severely malnourished.

An SPCA officer working with the Thunder Bay & District Humane Society conducted an investigation, and identified the owners of the dog with the assistance of tips from the public.

They were charged under provincial legislation, and the dog was surrendered to the care of the humane society. 

The animal was treated for his condition and re-homed.

Billy-Joe Holmquist, 36 years old, and Jennifer Holmquist, 32 years old, pled guilty in court and were fined $200 each. A Justice of the Peace also sentenced them to 12 months probation.

"We try to educate wherever possible. However, provincial animal welfare legislation will be enforced to ensure accountability for those who fail to provide appropriate care of an animal," said Lynn Michaud, Senior Inspector with the Ontario SPCA.

Michaud said pet-owners who find themselves unable to properly care for an animal should contact their local humane society or animal centre for help.
